This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency dated December 6, 1983. Please be advised that the following changes have been incorporated into the final permit: • The monitoring frequency for BOD, TSS, pH and fecal coliform has been changed from 2/month to weekly as per the North Carolina Administrative Code Section 15A NCAC 2B.0500. • The monitoring frequency for ammonia has been changed from monthly to weekly as per the North Carolina Administrative Code Section 15A NCAC 2B.0500. • The monitoring frequency for total residual chlorine has been changed from weekly to 2/week as per the North Carolina Administrative Code Section 15A NCAC 2B.0500. • The monitoring requirement for Total Residual Chlorine (TRC) has been changed from 135 µg/1 to 28 µg/1 as per current Division policy (i.e. TRC is being capped at the acute level). If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina 27611- 7447. Should we leave the permit condition as stated in the last permit cycle or should we give them a more restrictive limit? The DMR data was reviewed for the period of 1996 to present. The stream classification identified in the staff report was C-TR. It appears that the stream has been reclassified to WS-III-TR. • WLA was prepared by Dave Goodrich on 10-26-92. Limits were determined to be secondary, except for the limit on TRC which was established at 135 µg/1(a note will be included in the summary page to the region to verify whether or not this limit should be reduced to the acute level). Overall, parameters were determined to be water quality limited. • A compliance evaluation inspection was performed by Bill Anderson (ARO) on May 1, 1996.
