MAR 27 1979 {vest:rr; ;regional Office Mr. Roy Davis •Asheville, North Carolina North Carolina Division of Environmental Management P.O. Box 370 Asheville, North Carolina 28802 Subject: NPDES Discharge Limits Corpening Creek Wastewater Treatment Facility Marion, North Carolina Dear Roy: 948.004(34) As you you know, Marion's new Corpening Creek Wastewater Treatment Facility is nearing completion and probably will be placed in service within the next three months. Current NPDES Discharge Limits for this facility are as follows: BOD Total suspended solids Dissolved oxygen TKN Ammonia Nitrogen Total phosphorus pH 12 milligrams per liter 30 milligrams per liter 5 milligrams per liter 2 milligrams per liter 1 milligram per liter 2 milligrams per liter 6.0 to 9.0 You will recall that these effluent limits were determined as a result of the environmental impact statement process which was conducted in Marion. In a meeting in Marion on April 7, 1976, you advised the City that the Division of Environmental Management had modified assumptions of critical temperature in Corpening Creek which were used in the Streeter Phelps Equation to determine effluent limits, and that the City might petition to have less stringent limits applied to this discharge. At that time, it was decided not to pursue revised limits but rather wait until construction on the facilities was nearing competion. Any suggestions you could offer regarding this matter would be appreciated. Very truly yours, O'BRIEN & GERE, INC/ENGINEERS W. S. Riddick, Jr., P.E. WSR/jht cc: Mr. J. Earl Daniels Mr. James H.
