Corpening Creek Wastewater Treatment Facility

As you you know, Marion's new Corpening Creek Wastewater Treatment Facility is nearing
completion and probably will be placed in service within the next three months. Current
NPDES Discharge Limits for this facility are as follows:
BOD
Total suspended solids
Dissolved oxygen
TKN
Ammonia Nitrogen
Total phosphorus
pH
12 milligrams per liter
30 milligrams per liter
5 milligrams per liter
2 milligrams per liter
1 milligram per liter
2 milligrams per liter
6.0 to 9.0
You will recall that these effluent limits were determined as a result of the environmental
impact statement process which was conducted in Marion.
In a meeting in Marion on April 7, 1976, you advised the City that the Division of
Environmental Management had modified assumptions of critical temperature in Corpening
Creek which were used in the Streeter Phelps Equation to determine effluent limits, and that
the City might petition to have less stringent limits applied to this discharge. At that time, it
was decided not to pursue revised limits but rather wait until construction on the facilities was
nearing competion.

At this point, if it is possible and practical to apply for and receive a revised NPDES Permit
containing Tess stringent limits, we wish to do so immediately. Any suggestions you could offer
regarding this matter would be appreciated.
