Fork Pigeon River from WS-III to WS-I (because their water supply is downstream roughly 10 miles). Other: PART IV - EVALUATION AND RECOMMENDATIONS: The existing facility generally operates properly and is able to meet secondary limits assigned to the current permit as well as Water Quality Standards assigned to the Pigeon River. The engineering proposed to expand this facility to 100,000 gpd appears incomplete without the Engineering Economic Assessment (EEA) numbers justifying the most cost effective and environmentally sound means of safisfying treatment alternatives. Additionally, the preliminary design flow numbers contained in the proposal do not conform to flow per activity guidance used by this Agency and contained in 15 NCAC 2H .0200. Prior to further processing and recommendations, A complete EEA should be submitted for this project in accordance with revised design flow numbers as per regulation. Note: The Town of Canton is presently seeking reclassification of its watershed (which includes this discharge) to result in an increased level of protection as a water supply. Also, the town is proceeding with efforts to conform with requirements of the Watershed Protection Act. The supporting land management program required of these efforts has not been adopted to date. In processing this application, we should be mindful of the Town's efforts and that the Town is on record of requesting a public meeting for any permit activity which represents a discharge of either a new or increased wastewater volume. Under these terms, processing of this permit for issuance would require a public meeting.
