According to the staff report (2/16/96), the original relocation point was eventually discounted because the county could not obtain the necessary right- of-ways. The facility also wants an increase in permitted flow from 0.005 MGD to 0.007 MGD. A modeling analysis indicates that a 0.007 MGD discharge, treated to secondary limits, would have a minimal impact on Logan Creek. The facility is currently under an SOC. * Instream flow statistics were calculated based on data from a low flow partial record station located downstream on Logan Creek. Per current SOP all expanding facilities will receive a residual chlorine limit no less stringent than 28.0 ug/L. Parameter(s) are water quality limited. For some parameters, the available load capacity of the immediate receiving water will be consumed. This may affect future water quality based effluent limitations for additional dischargers within this portion of the watershed. OR No parameters are water quality limited, but this discharge may affect future allocations. 3 .. The originally decided on new discharge point has been ruled out because the county could not obtain necessary right-of-ways. Therefore, they propose to discharge further downstream. WSRO has no objections to the newly NPDES Permit Staff Report Version 10/92 Page 3 proposed discharge point over the originally proposed discharge point. Technical services can better address the request for increased flow from 5000 GPD to 7000 GPD. However, WSRO has no objections to this request.
