Attached are some photos taken today of the work done. In our stormwater mod we will be proposing a stormwater pipe extension along the service road from the Carwash on outparcel # 5 and a drop inlet: at the Ice Machine to catch the BUA and direct it to the pond. Can we go ahead and get an express meeting scheduled as soon as possible for both the Conner SW mod and the Aarons furniture offsite permit? She told me they would not but I did not ask her about the pond being out of compliance. The policies for additional permits for a noncompliant BMP are that the BMP must be brought into compliance before a new permit can be issued. As far as submitting a new project before the BMP is complaint that'is a grey area, at least as I think it to be, and I will have to ask Georgette that specific question as I did not when I spoke to her last week. She is out today so tomorrow will be the earliest I can speak with her. I would suggest that you send her an email regarding this matter as well. I have been trying to get the comments to your client and you since midweek last week but have be unable to do so. I was required to write NOV's for the car wash and master permit and will have to write one for the Bojangles as well. I have been waiting for signatures but I am attaching the master permit to this mail so that you can get with your client regarding the maintenance issues with the pond and make a plan to deal with them. The dates may change and perhaps some other things as well, I don't really know, but I believe the jest of the comments will remain unchanged. Therefore, I am confident that you can begin working towards addressing the maintenance issues with the pond and even the engineering for the carwash and ice house. The Bojangles is just permitting really as we discussed on site but will not slow down the permit process for the master permit. Nor will the carwash or ice house. As for the pond itself I am unsure but I suspect the answer will be bring it into compliance first, just my guess. I did call and ask Jay Connor, Wallace Connors son, about previous maintenance, he indicated that the pond is cleaned out on average between 2 and 3 year intervals. The last time, the best he could recall , was about 18 months ago. They really did not have any "maintenance records" except cancelled checks. Is there anything else with the pond that would prevent us from going ahead and meeting on the proposed applications? dave is out today but should be back tomorrow. you can just let me know at your convenience. From the data you have provided it does appear that there is no sediment accumulation in the pond bottom that would need removal. If you are confidant in the topo then I would agree sediment removal is not necessary. It does make me wonder however. The permit was approved in 1998 and I would expect that in 12 years at least some sediment accumulation would have occurred in that time. At least: it seems to me that in the corner of the pond opposite the outlet structure would be some wash down of sediment into the pond due to the erosion that you and I observed during our site visit. Yet I can see none form the topo provided. Has the pond been cleaned out before? Are there maintenance records documenting the pond maintenance? If you are confident that the topo data provided is accurate then I can see no need to clean out sediment that isn't there. However our office will require a certification (PE sealed) attesting to the accuracy of the information provided. Attached is a topo of the existing pond depths. Results Perm pool elevation = 34.70' Forebay Bot. elevation = 30.00' Storage Pond Bot. Elevation = 27.00 Both the storage pond and forebay appear to be at design depth or deeper already, which should not necessitate being cleaned out. Can we have this requirement taken out of the NOV?
