This Certification is pursuant to the application for Crosswinds South received on November 30,
1992, with additional information received on March 31, 1993. Based on our review of the project plans
and specifications, we have determined that the Crosswinds South stormwater control system complies
with the Stormwater Regulations set forth in Title 15A NCAC 2H.1003(i). The runoff will be treated
in a detention pond sized to achieve 85 % reduction in Total Suspended Solids.
Any modification of the plans submitted to this Office or further development of this site will
require an additional Stormwater Submittal/Modification and approval prior to initiation of
construction. Modifications include but are not limited to; project name changes, transfer of
ownership, redesign of built -upon surfaces, addition of built -upon surfaces, redesign or further
subdivision of the project area.
This Certification shall be effective from the date of issuance until rescinded. The project
shall be constructed and maintained in accordance with the plans and specifications approved by the
Wilmington Regional Office. This Certification does not supersede any other permit or approval. The
developer is responsible for obtaining any and all permits and approvals necessary for the
development of this project. This could include the Division of Coastal Management under CAMA

WET DETENTION POND EVALUATION

Brief Explanation: This detention pond is designed to remove 85% total suspended solids and will
therefore be operated with a vegetative filter. The outlet ditch qualifies as the filter due to the long
length of travel by the runoff prior to entering Mott Creek.

The Wilmington Regional Office received a Stormwater Submittal for the Crosswinds South on
November 30, 1992 and a revision on March 9, 1993. A preliminary review of that information has
determined that the submittal for the subject project is not complete. The following information is
needed to continue the stormwater review:
The contours do not match up with the calculations provided. I get, by planimeter,
12,800 square feet at elevation 22. Your calculations indicate a surface area of .34
GK acres 14,810 square feet) at contour 22 is provided. Two thousand square feet of
differene —is too much. Please verify that your calculated results can be planimetered
accurately on the plan. Contours are my only way of verifying that the required surface
area is actually provided.
2. Pond contours, as shown on the plan, do not reflect your detail that side slopes above
elevation 22 are at 3:1. The measured distance from contour 22 to contour 28 is 15'. It
should be 18'. unchen d or) rev. plan.
3. Operation and Maintenance Plan for the stormwater controls should specify
maintenance for the road ditch at the point the pond outlet pipe enters. If DOT has
permitted the pipe, please send me a copy of the permit (front and back).

_ 4. The invert of the pond outlet pipe on sheet C-2 is 23.5, but the detail on sheet C-3
shows it as 23.0. This may change due to volume and storage elevation changes.

5. Using your numbers of .47 ac-ft storage volume required, and .34 acres of surface
area, the storage elevation will be closer to 23.4. You do not indicate the surface area
at elevation 23, so there is no way to check the volume available between 22 and 23.
Using your contours, the surface area at 23 by planimeter is 14,500 square feet, and at
22, is 12,800 square feet. This will yield a volume of 13,650 cubic feet, which is
7,000 cubic feet short of your calculated volume. You must correlate your calculations

6. Ditch flow is confusing. The inverts of the outlet pipes from CB-3 and CB-5 (22.46
and 22.87 respectively) are 10" and 5", respectively, below the invert of the inlet pipe

inlet? _

A detention pond is provided to improve water quality of the
stormwater to be discharged to the NCDOT ditch along NC Highway
132. The pond is designed to detain the first inch of rainfall
of the area draining to the ditch between Crosswinds II and
Crosswinds South long enough for pollutants and sediment to
settle out. The pond is to have a normal water level elevation
of 22.0', a top of storage elevation of 23.0', and 2.5:1
si.deslopes. A junction box is to be implemented to direct the
runoff from the first inch of rainfall into the basin and any
excess directly to the NCDOT ditch along NC Highway 132. A pump
station is provided to pump the stored water from the pond to the
NCDOT ditch over a 2-5 day period.
A substantial stand of weeping lovegrass mixed with sericea
lespedeza is to be maintained within the detention pond.
II. MAINTENANCE
The developer and lot owners shall maintain original
sideslope and vegetative cover during and following road
construction and subsequent house construction. Sedimentation
should be expected during construction activities. This sediment
should be removed monthly and vegetation reestablished.
For the long term, significant sedimentation is not expected
within the basin. The basin should be inspected, cleaned, and
vegetation reestablished twice a year. Debris should be removed
from around and within the pump station monthly. The pump should
be inspected after storms of 1" or more to ensure its capability
to function properly. Grass should not be mowed. If erosion or
die -off occurs, damaged areas should be regraded and reseeded
immediately. ,,

In response to your initial review comments, we have revised
our site plan accordingly and are resubmitting it for your review
and approval. The following reponses are numbered to correspond
to your review letter dated December 1, 1992.
1. The junction box at the inlet of the detention pond
has been deleted. All of the Stormwater enters the pond. The
required storage volume is to be released over a 2-5 day period
via a pump; any excess volume will be released via gravity flow
in an 18" pipe to the drainage ditch along South College Road.
(See sheet C-2 of 5)
2.,3. An audible high water alarm is to be provided in
the event the pump malfunctions. (See sheet C-5 of 5)
4. The Operation and Maintenance plan has been revised
to include inspection of the pump following rainfalls of 1" or
more.
5. The surface water from Section II is to be piped to
the detention pond and no longer flows toward Street "A". (See
sheet C-2 of 5)
6. The through street from Section II is Windjammer
Drive.
7. The two drainage pipes at the eastern end of the
project are not directed to the proposed detention pond. They
are to be released into the existing grass lined Swale along the
northern property line. In the future, this swale will be piped
to a detention pond to be proposed for the property north of the
site as discussed in a meeting between you and Larry Sneeden on
February 16, 1993.
8. Pond slopes above the permanent pool elevation are
to be 3:1. Bank slopes below the permanent pool elevation are to

9. Rip -rap has been provided at the pond inlet and
outlet. (See sheet C-2 of 5)
10. An emergency bypass for the system has been
provided through the outlet structure. An 18" pipe has been
provided at the high water level of 23.1 to directly discharge
excess water to the ditch along South College Road. The top of
the outlet structure is a grate to provide an exit for the water
should the 1' weir become plugged. The elevation of the grate is
26.0. This provides 2' of free -board for added safety. (See
sheet C-3 of 5)

This office has reviewed the subject sedimentation and erosion
control plan. We find the plan to be acceptable. HOWEVER, THIS
IS NOT A GRADING PERMIT.
Please be advised that a copy of the approved soil erosion plan
and a copy of issued grading permit must be available at all
times at the site.
New Hanover County's Soil Erosion and Sedimentation control
program is performance oriented. Requiring protection of the
natural resources and adjoining properties. If following the
commencement of the project it is determined that the plan is
inadequate to meet the requirements of the New Hanover County
Soil Erosion and Sedimentation Control Ordinance, this office may
require revisions in the plan and its implementation to insure
compliance with the ordinance.
Recognizing the desirabilit-- of early coordination of
sedimentation and erosion control, I would like to arrange a
pre -construction conference with owner/agent, grading contractor,
engineer, and myself. Proceed with the placement of the planned
erosion control measures; these will be inspected at the
pre -construction conference. Please contact this office to set
the date of the pre -construction conference at which time you
shall be issued the grading permit. However, this permit will
not preclude any other permits or approvals necessary for
beginning or completing this development.
Erosion control measures to be installed prior to grading:
(1) All slopes to be on 3' (run) to l' (rise) ratio.
(2) All C.A.M.A. and State drainage requirements are
adhered to.
(3) Rye shall not be used as a permanent cover.
(4) Construction exit to be located where construction
traffic encounters a paved surface.
(5) A revised plan must be submitted to cover future
development prior to work in these areas.
(6) Strongly recommend sloping existing ditch on north
property line on 3' (run) to 1' (rise) ratio.
(7) All pipe discharge should be kept as high as possible
and, in any event, energy disruptions must be installed
at each discharge.
(8) Install pond and discharge first.

The Wilmington Regional Office received a Stormwater Submittal for the Crosswinds South on
November 30, 1992. A preliminary review of that information has determined that the submittal for
the subject project is not complete. The following information is needed to continue the stormwater
review, per our meeting of November 30, 1992:
1. The junction box at the inlet to the pond should be deleted. The volume in excess of V
cannot bypass the pond. It must enter the pond first, then exit through the outlet
structure, or over the emergency bypass if the storm exceeds the 10 year event.
2. Provide dual pumps to drain the stored volume. If the pump were to break down, there
would be no exit route available to the stored water.
3. If dual pumps are not provided, a high water alarm and audible must be provided.
4. The Operation and Maintenance Plan should provide for a more frequent inspection
schedule of the pump(s), such as daily, or during rainfalls of 1" or more.
5. The drainage easement entering from Section II, just east of South College Road, is
blocked by the new road Street "A" from entering the ditch or the pond. While it is not
mandatory that the drainage from this section be directed into the pond, it must be
allowed to either bypass the pond or to enter the ditch and be accounted for in the pond
design.

I . Mercury Float Switch (S25A1 & S25AIC). 13 amp
rating at 120 Volts A.C., 90' operating angle, 2Y,"
cylinder, polypropolene material. Minimum
recommended tether is 2%' as shown on dimensional
side view below. Pump down approximately 7" Pumn
down can be increased by increasing tether length.
Switch cord for both switches has a unique quick -
disconnect, positive sealing, plug-in fitting that connects
to the motor cap.
IA. Vertical Proximity Switch (S25A1-PS & S25AIC-PS).
13 amp rating at 120 Volts A.C., 1V diameter float x 3"
long. Pump down is approximately 5" and cannot be
increased. The proximity switch model can be installed
in 10 diameter sump.
2. Motor Housing. Heavy cast iron for best heat
dissipation.
3. Motor Cap. Contains unique quick -disconnect,
positive sealing sockets for connecting power, cord and
switch cord.
4. High Speed (3000 RPM) Motor. Oil -filled for best heat
dissipation and continuous lubrication to bearings and
mechanical seal. Self-contained motor provides
accurate shaft alignment and serviceability. Shaded
pole motor has no starting switch or relay mechanism.
Overload protection built in.
5. Mechanical Shaft Seal. Carbon -ceramic face
materials and stainless steel spring. Stationary position
presses into motor housing.
6. Pump Impeller. Recessed type. Operates completely
out of volute passage giving full opening for flow of liquid
