North Carolina General Statutes and the Coastal Stormwater rules require that this property be covered under a

The Wilmington Regional Office received and accepted a State Stormwater Management Transfer Permit
Application for the subject project on February 18, 2020 and requested additional information on April 6, 2020
and again on June 26, 2020. A review of the file and delivery logs indicates that, as of this date, the information
requested on June 26, 2020 has not been received in this Office within the stipulated timeframe.
Per the requirements of Title 15A NCAC 02H.1045(4xa)(ii) of the Stormwater Management Rules, this Office is
hereby returning the subject application as incomplete. The $505.00 application fee has been forfeited and a new
fee will need to be provided if you choose to resubmit this application in the future.
If you wish to pursue transferring this project, you must reapply to the Division. Your application package must
include a completed and signed application form; supplement form; signed O&M agreement; application fee;
signed, sealed and dated calculations; 2 sets of signed, sealed and dated site layout and grading plans with details;
and any supporting documentation necessary to address the items identified in the latest request for additional
information, as stated in the inspection report.
Please note that this does not preclude you from obtaining and complying with any and all other permits or
approvals that are required for this development to take place, as required by any statutes, rules, regulations, or
ordinances, which are imposed by any other Local, State or Federal government agency having jurisdiction.
Please note that the permit last issued on February 17, 2020 remains in full force and effect. Please be aware that
the construction of any changes to the originally approved and permitted plans prior to the receipt of a modified
permit is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.

Garry,
Regretfully, I am going to have to return the subject "transfer' project. After reviewing the information and
discussing the situation with my supervisor, Christine Hall, there were several reasons that this decision was
made, including:
1. New engineer certification required
2. Erosion on banks of pond above where inlet pipe from Phase 9 enters the forebay
3. Sediment from erosion needs to be mucked out of forebay.
4. Extra curb inlets at Lots 344 and 345 not shown on approved plans.
5. Stormwater collection system piping (where Phase 9 BUA drains to pond) doesn't match approved
plans. *
6. Previously submitted Lot BUA Allocation table does not match the permit, which allows 4,500 sf per lot
on all lots.
* Note that a minor modification may be required for item ks 4 and 5.
I'm giving you advance notice of this decision so you can advise your client accordingly and proceed with
resubmittal, if desired.
Within the next week, we will be sending an inspection report to document the items above.

You are thinking of a different issue. You said it is right on the 2-17-20 plan, which is the latest approved plan.
You also mentioned something general about the inlet off of Daylight Drive (this is the cul-de-sac street close
to the pond) near Lot 344 and 345 on the plans. The plans show curb inlets in front of Lot 344 (corner lot). It
is piped on other side of street underground up to a stormwater 1-box where it takes a 90 degree turn towards
the pond. Can you remember if that's what was installed out there? If not, then we will need a modification.

Here are the proposed steps:
1. When someone requests to have a file scanned in lieu of a file review, WiRO staff will pull the file and measure
the thickness. WIRO staff will let requestor know the cost of the scanning (which will be $35/inch, rounding up
to the nearest whole inch). Note that the $35/inch price will be reevaluated after the first 10 jobs by AWG to
ensure that it covers their costs. Note that file is about 2" thick.
2. If the requestor wants to go forward with the scan, within 5 business days for files less than 5-inches (larger files
require a longer timeframe depending on the size of the file) WiRO staff will prepare the file with the coding
sheets using the scanning chart and example steps.
3. Once coded, WIRO staff will email All Ways Graphics (AWG) (info6pallwaysgraphics.com) to let them know that a
file is ready for pick up.
4. AWG will email the requestor and cc: Annette Lucas and Suzanne McCoy (CO admin) to let them know how to
submit payment (an electronic option will be considered). AWG will scan the file within 5 business days. After
the file is scanned and the payment is received, AWG will email the requestor a link to download the file and cc:
the SW -CO staff so the file can be updated to LaserFische.
5. AWG will deliver the file back to the WiRO.

So, as stated in item q4, Always Graphics will email you, the requestor, to let you know how to submit payment, and the
file will be scanned within 5 days, then they will email you a link to download the file.
