Project Narrative
The Sneads Ferry Inn

Project Summa
The Sneads Ferry Inn, LLC is proposing to construct a 23 unit hotel on approximately 1
acre of land on NC 210 just south of its intersection with NCSR 1518. Proposed access to the
hotel will be directly onto INC 210 by a single driveway. The proposed driveway location has been
shifted 60' south from the existing driveway location to minimize the width of the gore striping in
the center turn lane. The site will be afforded public water via a tap on the adjacent ONWASA
main. Additional taps will be made to facilitate a new hydrant and a fire suppression system.
Sewer service will be provided by an onsite grinder station pumping to a Pluris force main in the
opposite shoulder.
Site Description
The topography of the site area is generally flat, with slopes ranging from 0 - 5% in most
areas. An unnamed tributary to Mill Creek is located to the east of the property.
The site was recently occupied by another commercial use, which has now been
demolished. A driveway, gazebo, and concrete slabs remain onsite. These items are to be
removed prior to construction of the hotel. The site is cleared of most woody vegetation.
Adjoining property is to the south and west is primarily undeveloped woodland. The
intersection of NC 210 and Old Folkstone Road lies 500' north of the site and feature a number of
commercial uses. Properties to the east are a mix of undeveloped parcels and residential.
Soils
Soils in the project area are mapped in the National Cooperative Soil Survey as primarily
Baymeade Fine Sand, which is characterized as a well drained soil with rapid infiltration,
moderately rapid permeability, and slow surface runoff. The northern corner of the site is mapped
as Onslow loamy fine sand.
Planned Erosion and Sedimentation Control Practices
The proposed stormwater pond will be used as a sediment basin during construction. Silt
fencing will be used around the perimeter of the site to help divert runoff towards the pond and
establish the limits of disturbance. Silt fence will also be used around flared end pipe sections.
Stone and hardware cloth type inlet protection will be utilized at the drop inlet and outlet structure.
A temporary gravel construction entrance will be located at the proposed driveway.
Planned Stormwater Manaaement Practices
A high density stormwater permit will be sought as the site will have a built upon area of
65%. The site drains to an unnamed tributary of Mill Creek (SA; HOW), which is In excess of
miles away. All runoff from impervious surfaces is directed to the pond by way of a parking lot
with an inverted crown section. A single drop inlet is located in the northern corner of the parking
lot to convey runoff to the wet detention pond's forebay. The curbing in the vicinity of the drop
inlet is depressed to allow emergency drainage to tho forebay should the inlet become clogged
with debris. The pond is sized to provide 90% TSS removal a 1.5" storm. The pond outfall
connects to an existing pipe in the southeast corner of the property which outfalls at the property
line.
An existing corrugated metal driveway culvert in INC 210 will be removed and replaced by a
concrete pipe of the same length and diameter 60 feet to the south to facilitate the new driveway
location. —
