1. Area around drop inlet at outside corner of storage yard should be stabilized. Until then, erosion control protection
should be added to prevent silt or gravel from entering the stormwater pond.
2. The new inlet into the pond forebay is very close to the forebay berm. Therefore, we recommend adding riprap to the
berm next to the new inlet to promote flow into the forebay, thus not allowing the flow to short-circuit the forebay towards
the outlet.

There are two attachments describing measures to be undertaken by the Owner to remain in
compliance as discussed at our site inspection on Friday, March 9, 2012. It is my understanding you
will be issuing a letter of compliance subsequent to you receipt of the attached certification.

The only exceptions that I can think of are 1) that they need to stabilize the gravel area next to the drop inlet inside the
storage yard, and 2) that they need to add some riprap on the forebay berm next to the new inlet to prevent short-
circuiting the flow to the main pond (in lieu of flow going into the forebay).
I am going to issue a compliant inspection but we will be following up on these items in the future to make sure they are
handled promptly.

The original permit allowed for a 7,500 SF future building expansion. At this time the permitee has
chosen to add 5,760 SF of stone for storage of building materials in place of the building. An area of
1,740 SF of future stone has been denoted on the plan for the balance of the original 7,500 SF of
impervious surface. Stormwater from the stone surface will be directed to the forebay of the existing
wet detention basin.

In response to your letter dated September 19, 2011 regarding the subject project and as a follow up to
field meeting, the following is offered:
1. A stormwater plan revision package will be submitted to you for approval. The plan will
provide a means to capture stomrwater runoff from the newly installed stone adjacent to the
existing building. The runoff will be conveyed to the forebay of the existing detention pond. As
we discovered in the originally approved plan, the newly installed stone is within the permit
parameters as long as the runoff runs through the stormwater bmp. A plan depicting this
arrangement along with a stormwater plan revision application will be submitted to you for
approval within 3 weeks of this letter.

On September 15, 2011, Steve Pusey of the Wilmington Regional Office of the Division of
Water Quality (DWQ) inspected' Eastern Aluminum Storage Facility in Onslow County to
determine compliance with Stormwater Management Permit Number SW8 040215 issued on
March 3, 2004. DWQ file review and site inspection revealed that the site is not compliant with
the terms and conditions of this permit. Please find a copy of the completed form entitled
"Compliance Inspection Report" attached to this letter, which summarizes the findings of the
recent inspection.
As indicated in the attached inspection report, the following deficiencies must be resolved:
1. Engineer certification of the stormwater system is required.
2. New impervious area (packed gravel lot) has been constructed in the area of the plan
marked "future 7500 sf addition." This area is draining off the back of the property,
bypassing the pond. A permit modification with a revised plan must be submitted,
showing how drainage will be collected and routed back to the forebay of the wet pond.
Also, engineer calculations must be submitted, showing that the drainage piping is sized
correctly to handle additional runoff.
3. Some erosion was noticed at the outer corners of the new impervious area (packed
gravel lot) on the back side of the fence. These areas need to be stabilized.
Please inform this Office in writing on or before October 20, 2011, of the specific actions that will
be undertaken and the time frame that will be required to correct the deficiencies. Failure to
provide the requested information, when required, may initiate enforcement action including the
assessment of civil penalties of up to $25,000 per day. If a written plan of action is not
submitted to this office by October 20, 2011 then DWQ staff will re -inspect the site and issue a
Notice of Violation if the listed deficiencies have not been addressed.

3. A plan will be drafted to address the issues and presented to you within 30 days of this letter.
4. Physical activities and measures required at the site will be addressed within 90 days of this
letter.

On April 4, 2011, Angela Hammers of the Wilmington Regional Office of the Division of Water
Quality (DWQ) inspected Eastern Aluminum Storage Facility in Onslow County to determine
compliance with Stormwater Management Permit Number SW8 040215 issued on March 3,
2004. DWQ file review and site inspection revealed that the site is not compliant with the terms
and conditions of this permit. Please find a copy of the completed form entitled "Compliance
Inspection Report" attached to this letter, which summarizes the findings of the recent
inspection.
As indicated in the attached inspection report, the following deficiencies must be resolved:
1. The level spreader was not built according to the approved plan and the existing rock
check dam is not functioning as designed, but is channelizing the flow
2. Operation and Maintenance is not being implemented including cattail removal to less
than 50% surface area coverage, repair of erosion, and removal of sediment at the inlet
pipe of the pond. For more information please see the attached inspection report.
3. A certification of the stormwater system was not found in the file.
Please inform this Office in writing before June 6, 2011, of the specific actions that will be
undertaken and the time frame that will be required to correct the deficiencies. Failure to provide
the requested information, when required, may initiate enforcement action including the
assessment of civil penalties of up to $25,000 per day. If a written plan of action is not
submitted to this office by June 6, 2011 then DWQ staff will re -inspect the site and issue a
Notice of Violation if the listed deficiencies have not been addressed.

Inspection Summary:
The following deficiencies were noted during the inspection:
1. An engineers' certification of the stormwater system was not found in the file.
2. The approved concrete level spreader was not observed. A layer of rocks with a channelizing split in the center was
observed at the start of the vegetated swale.
3. More than 50% of the surface area of the forebay was covered by cattails; a sediment pile was observed at the eastern
most inlet pipe; pond slopes have eroded (possibly from close cut mowing); swale slope on west side of building also had
erosion, roof drains from the east side of the building are eroding, creating holes adjacent to the swale.
To bring this system into compliance, the following must be completed:
1. Submit an engineers' certification of the stormwater system.
2. Install the level spreader in the vegetated swale per the approved plan.
3. Remove cattails to cover less than 50% of the surface area.
NOTE: these plants should be encouraged to grow along the vegetated shelf and forebay berm.
4. Remove sediment pile at inlet pipe.
5. Repair and re -vegetate eroded areas.
6. Repair eroded areas at the end of the drain pipes on the east side of the building.
7. Implement an O&M inspection process to identify issues and perform maintenance activities required by the Operation
and Maintenance Agreement.

Guidelines for Access: The staff of the Regional Office is dedicated to making public records in our
custody readily available to the public for review and copying. We also have the responsibility to the public
to safeguard these records and to carry out our day-to-day program obligations. Please read carefully the
following before signing the form.
1. Due to the large public demand for file access, we request that you call at least a day in
advance to schedule an appointment for file review so you can be accommodated.
Appointments are scheduled between 9:00 a.m. and 3:00 p.m. Viewing time ends at 4:45
p.m. Anyone arriving without an appointment may view the files to the extent that time and
staff supervision are available.
2. You must specify files you want to review by facility name or incident number, as
appropriate. The number of files that you may review at one appointment will be limited to
five.
3. You may make copies of a file when the copier is not in use by the staff and if time permits.
There is no charge for 25 or less copies. cost per copy after the initial 25 is 2.5 per copy.
Payment is to be made by check, money order, or cash in the administrative offices.
4. Files must be kept in the order you received them. Files maynot be taken from the office.
No briefcases large totes etc. are permitted in the file review area. To remove, alter,
deface, mutilate, or destroy material in public files is a misdemeanor for which you can be
fined up to $500.00.
5. In accordance with GS 25-3-512, a $25.00 processing fee will be charged and collected for
checks on which payment has been refused.
6. The customer must present a photo ID, sign -in, and receive a visitor sticker prior to
reviewing files.
