Staff review of the plans and specifications has determined that the project, as proposed, will comply with the Stormwater Regulations set forth in Title 15A NCAC 2H.1000. We are forwarding Permit No. SW8 000232 dated March 27, 2000, for the construction of The Car Mart. This permit shall be effective from the date of issuance until March 27, 2010, and shall be subject to the conditions and limitations as specified therein. Please pay special attention to the Operation and Maintenance requirements in this permit. Failure to establish an adequate system for operation and maintenance of the stormwater management system will result in future compliance problems. If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right to request an adj udicatory hearing upon written request within thirty (30) days following receipt of this permit. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, P.O. DEED RESTRICTIONS AND PROTECTIVE COVENANTS The following italicized deed restrictions and protective covenants are required to be recorded for all subdivisions, outparcels and future development prior to the sale of any lot. The following covenants are intended to ensure ongoing compliance with state stormwater management permit number as issued by the Division of Water Quality. These covenants may not be changed or deleted without the consent of the State. 2. No more than square feet of any lot shall be covered by structures or impervious materials. Impervious materials include asphalt, gravel, concrete, brick, stone, slate or similar material but do not include wood decking or the water surface of swimming pools. 3. Swales shall not be filled in, piped, or altered except as necessary to provide driveway crossings. 4. Built -upon area in excess of the permitted amount requires a state stormwater management permit modification prior to construction. 5. All permitted runoff from outparcels or future development shall be directed into the permitted stormwater control system. These connections to the stormwater control system shall be performed in a manner that maintains the integrity and performance of the system as permitted. REQUIRED ITEMS CHECKLIST The following checklist outlines design requirements per the Stormwater Best Management Practices Manual (N.C. Department of Environment. Health and Natural Resources, February 1999) and Administrative Code Section: 15 A NCAC 2H .1008. WET DETENTION BASIN OPERATION AND MAINTENANCE AGREEMENT The wet detention basin system is defined as the wet detention basin, pretreatment including forebays and the vegetated filter if one is provided. Repair eroded areas immediately re -seed as necessary to maintain good N --getative cover, mow vegetative cover to maintain a maximum he:ght of six inches, and remove trash as nt:eded. Inspect and repair the collection system (i.e. catch basins, piping, swales, riprap, etc.) quarterly to maintain proper functioning. 4. Remove accumulated sediment (:om the wet detention basin system semi-annually or when depth is reduced to 75% of the original d,.;ign depth (see diagram below). Remo\ ed sediment shall be disposed of in an appropriate manner and ,hall be handled in a manner that will no. adversely impact water quality (i.e. stockpiling near a wet deten, ion basin or stream, etc.). (3) The grading inset on sheet 1 gives dimensions and elevations on the new storage area in back. (4) Dimensions on all areas are provided. (5) Nine foot radii are used at permanent pool level. (6) I am submitting a now Supplement form. (7) I found that the forebay area was insufficient. and have changed the dimensions on the plans and in the calculations. The depth of the forebay also changed from 3 ft. to 4 ft. An analysis of the actual impervious area changed it from 92% to 76%. I have therefore prepared and submit a now Application form and a new Supplement form. (8) With the change in impervious area, the one inch orfice is OK.'. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Delineate all wetlands on site, or note on the plans that none exist. 2. The location map provided on the plans is unreadable. Please reprint. Please provide proposed grading and dimensions for the new storage area in back, and for the extended asphalt area. Please delineate (highlight, shade, etc.) and label these *areas.. 4. Please dimension the existing building, marl, asphalt, concrete, and sidewalk areas. 5. Please label the radii in the permanent pool. The area lost outside the radius must be subtracted from the permanent pool area. 6. Please provide an original page 2 of the supplement form. All parts of the application must be original. Since County regulations require 8% green area, the impervious area is calculated at 92% of the total area. The front portion of this tract is already developed with a building and paved area in place. The stormwater flows to an existing drop inlet. The middle portion of this tract is being developed at this time for additional car storage. The land slopes toward the western edge of the property where the stormwater will be collected in drop inlets and piped to the pond. The back portion of the property is not being developed at this time. When it is developed,it will require another; pond on the north side of the branch. The pipe from the outlet structure to the receiving ditch has to be a 10 inch pipe to comply with the County pre and post requirements.
