Locate waste containers on areas that do not receive substantial amounts of runoff from upland areas and does not drain directly to a storm drain, stream or wetland. S. Cover waste containers at the end of each workday and before storm events or provide secondary containment. Repair or replace damaged waste containers. 6. Anchor all lightweight items in waste containers during times of high winds. 7. Empty waste containers as needed to prevent overflow. Clean up immediately if containers overflow. 8. Dispose waste off -site at an approved disposal facility. 9. On business days, clean up and dispose of waste in designated waste containers. PAINT AND OTHER LIQUID WASTE 1. All construction areas not otherwise protected shall be planted with permanent vegetative cover in accordance with the Specifications within 30 working days after completion of active construction. MINIMUM AREAS TO BE DISTURBED: Only those areas necessary for timely and proper completion of the project shall be stripped of native vegetation. No land disturbing activity, except street crossings, shall be permitted in proximity to a natural watercourse without a buffer zone along the margin of the watercourse of sufficient width to confine visible siltation within the 25 percent of the buffer zone nearer the land disturbing activity. The angle for graded slopes and fills shall be no greater than the angle which can be retained by vegetative cover or other adequate erosion control devices or structures. As soon as practicable after finish grades have been established, all operations in connection with grassing shall be performed. h4ulch shall be used where required for stabilization of repaired areas. If vegetation has not stabilized the soil during the growth period mentioned above, jute matting shall be installed on eroded slopes. Lime shall be ground limestone containing not less than 85% of total carbonates and shall be ground to such fineness that at least 50% will pass through a 100 mesh sieve and at least 90% will pass through a 20 mesh sieve, Equipment necessary for the proper preparation of the ground surface and for handling all required materials shall be on hand, in good condition. Clearing: Prior to grading and tillage operations, the ground surface shall lure cleared of all heavy vegetation, stumps, stones, roots, cable wire, grade stakes, and any other material which might hinder proper grading, tillage or subsequent maintenance operations. Grading: Grades on the areas to be seeded shall be maintained in a true and even condition, preventing the formation of depressions where water will stand. Tillage: After the areas required to be seeded have been brought to the grades shown on the drawings, the areas shall be thoroughly tilled to a depth of at least 6 inches by pbhwing, discing, harrowing or other approved operations until the condition of the soil is acceptable. Application of Fertilizer: Fertilizer shall be distributed uniformly at a rate of 4 pounds per 100 square feet on areas indicated to be seeded and shall be incorporated into the soil to a depth of at least 3 inches by discing. harrowing or other acceptable methods. The incorporation of fertilizer may be a part of the tillage operation specified above. Application of lime: Immediately follovvvng and simultaneously'with the incorporation of the fertilizer, lime shall be distributed uniformly at a rate of 8 pounds per 100 square feet and shall be incorporated into the soil to a depth of at least 2 inches by discing. harrowing, or other acceptable methods. Leveling: Any undulation or irregularities in the surface resulting from tilla(?e, fertilizing, liming or other operations shall be leveled out before seeding operations are begun Seeding: Seeding shall be in accordance with the seeding requirements sho-N71 on the plans. No seeding shall be done during wundy weather or when the ground is wet or otherwise non -tillable. The grass seed shall then be covered, using a flexible toothed weeder or other suitable equipment, by stirring the ground no deeper than 1/4 inch. Compaction: Immediately after the seed has been planted, the planted areas shall be leveled and rolled with a culti-packer, roller, or other approved equipment weighing 60 to 90 pounds per linear foot of roller. Watering: Immediately following seeding, when necessary to maintain growth of grass and in any case when planting is permitted in dry weather, planted areas shall be watered. All erosion and sediment control practices will be checked for stability and operation following every runoff -producing rainfall but in no case less than once every week. The storage area may be paved at some time in the future. The existing asphalt area will be extended beside the building. The area north of the existing ditch, which crosses the tract (32 acres) may be cleared. Prior to the development of this tract a revised Erosion Control Plan will be provided for review.The total tract is 5.51 acres which ties north of Market Street (U.S. Highway No. 17) and about 490 feet west of Judges Road (S.R. No 2127), in New Hanover County. Site Description The site has been previously cleared and some minor ditching has been done, as indicated by the topographic survey and map. The site slopes from elevation 40, at the southeast comer, to elevation 30 at the intersection of the south bank of the previously mentioned ditch with the west property line. The area north of the ditch, which is not planned for development at this time, slopes from the north to the previously described ditch and has about 8 feet of slope in 560 feet. An existing crossing of the ditch is evidenced by a 36 inch culvert, which is to he removed. There is an existing one-story metal building set back about 120 feet from the Market Street right-of-way line. A portion of the area between the building and Market Street has been paved with asphalt and/or concrete. Adjacent Property The tract on the west side of this property is currently used as an automobile sales and repair lot. The rear of the car lot (north of ditch) is undeveloped. The tract north of the portion of the property, which is not planned for development at this time, is a single family residential development. The area east of the "not planed for development at this time area" is developed as office/warehouses. The area east of this property, which fronts Market Street, is a car and truck sales lot. Soils The soil types as shown in the "Soil Survey of New I Ianover County, North Carolina" are "Se" (Seagate) and "Jo" (Johnson). This practice allows early use of the slam drain system. This method of inlet protection is effective where the inlet drains a small, nearly level area with slopes generally less than 5% and where shallow sheet [lows are expected. The immediate land area around the inlet should be relatively flat (less than I %) and located so that ac- cumulated sediment can be easily removed. This practice must not be used near the edge of rill material and must not divert water over cut or rill slopes. Design Criteria Ensure that drainage areas do fam exceed I acre per inlet. Keep the maximum height of fabric above the crest of the drop inlet at 1-5 ft. This height allows a shallow temporary desilting pool to form behind the fabric but limits the pressure against the fabric if overtopping occurs. The selected height of die top of the barrier should allow overflow into the drop inlet and net let overflow bypass the inlet to unprotected lower areas. For fabric barriers, use stakes with a minimum length of 3 ft, and space them a maximum of 3 ft apart, and securely drive them into the ground. Drive the stakes close to the drop inlet so thatoverflow will fail directly into the sintvarm, and not on unprotected soil. To attach the fabric, make a frame around the stakes a maximum of 1.5 ft above the top of the drop inlet This will serve as a stable crest for overflow during rainfall. Ensure that both fabric and supporting stakes are sufficiently strong to hold a 1.5 ft head of water without failure (Figure 6.51a). Improved performance and sediment storage volume can be obtained by ex- cavating the area (practice 6.50, ExcawnedDrop Inlet Protection). Construction 1. As synthetic fabric, use a pervious sheet of nylon, polyester, or ethylene Specifications ymro x= strength (50 Bill inch minimum}-thatcontains ultraviolet ray in- hibitors and stabilizers. Fabric should be sufficiently porous toprovide adequate drainage of the temporary sediment pool. Burlap may be used for short-term ap- plications. It must be replaced every 60 days. 2. ^tat fabric from a continuous roll to eliminate joints. 3. For stakes, use 2 x 4-inch wood (preferred) or equivalent metal with a min- imum length of 3 ft. 4. Space stakes evenly around the perimeterof the inleta maximum of 3 ft apart, and securely drive them into the ground, approximately 18 inches deep. 5. To provide needed stability to the installation, frame with 2 x 4-inch wood strips around the crest of the overflow area at a maximum of 1.5 ft above the drop inlet crest. 6. Place the bottom 12 inches of the fabric in a trench and backfill the trench with at least 4 inches of crushed stone or 12 inches of compacted soil. 7. Fasten fabric securely to the stakes and frame, Joints must be overlapped to the next stake. 8. Material from within the sediment pool may be used for diking. Maintenance Inspect the fabric barrier after each rain and make repairs as needed. Remove sediment from the pool area as necessary to provide adequate storage volume for the next rain. Take care Eta 0 damage or undercut the fabric during sediment removal. When the contributing drainage area has been adequately stabilirtd, remove all materials and any unstable sediment and dispose of them properly. Bring the disturbed area to the grade of the drop inlet and smooth and compact it. Ap- propriately stabilize all bare areas around the inlet.
