Given the potential to disturb over 300 feet of intermittent streams, we anticipate the project requiring an individual Department of the Army 404 permit, as well as an individual 401 Water Quality Certification. We would like to invite a representative from your agency to attend the pre - application meeting on October 7, 2014. Would you please let me know which specific DWR project manager I should contact regarding this proposed project to coordinate the meeting location details Project Description Construction of a new Airport Traffic Control Tower (ATCT) and associated structures and parking for the Charlotte Douglas International Airport (CLT), Charlotte, North Carolina. The project includes the development of a 370 foot high ATCT, a Terminal Radar Approach Control (TRACON) building, a 242 space parking lot and access driveway, two stormwater BMP detention ponds. The sanitary waste from this facility is calculated to be 8,300 gallons per day (GPD). The interior and exterior sanitary sewer lines within the lease will be sized for this volume. A PVC pipe will convey the sewage through approximately two new manholes and 750 feet of gravity line to an existing 30 -inch RCP sewer pipe west of the site, running parallel to Coffey Creek. The Coffey Creek Interceptor conveys sewerage to the Charlotte Mecklenburg Utility Department's (CMUD) McAlpine Creek Wastewater Treatment Plant This project has been discussed with (CMUD) and existing facilities will have the capacity to serve the additional effluent from this facility Project Purpose The purpose of this project is to replace the existing ATCT with a new ATCT. The replacement tower is required due to future plans for further airport expansion. ATCT site selection is controlled by many factors including: lines of sight to the runways, ground shading caused by the tower and runway offsets The overall design of the site footprint is driven by FAA security offsets, access around the tower, and the other security requirements for the perimeter and entrance areas. The proposed site was determined to the only location that met all the required parameters for the placement of the new ATCT facility. The FAA has completed studies for all activities and permitting required to satisfy both the National Environmental Policy Act (NEPA) and Environmental Due Diligence Audit (EDDA) analysis Proposed Project Impacts to Waters of the US 0.007 acre of forested floodplain wetland and 0.195 acre of a potential forested slope wetland 595 linear feet of intermittent stream bed, and 583 linear feet of ephemeral stream bed.
