3 Project Description
3a Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application
1 he Project Site is located in Blowing Rock, NC at the intersection of Sunset Drive and Cornish Road where an existing
double 18" x 40' CMP (Pipe #1) conveys unnamed tributary to Middle Fork South Fork New River This tributary averages
6' in width and 8 -10% slope within the Project area The existing culvert rests on bedrock Bank erosion has exposed an
underground sewer line above the culvert inlet Additionally, streambank erosion below the outlet of the culvert is
encroaching onto Sunset Drive causing a safety concern
1 hirty feet uphill of the existing double 18" x 40' CMP, along Sunset Drive, an existing stormwater ditch has become
choked with sediment and debris, and the 18" CMP (Pipe #2) that was designed to convey stormwater from the ditch,
under Sunset Drive to the downstream end of the Pipe #1, has failed A sinkhole has formed on the edge of Sunset Drive
at the inlet to Pipe #2 During storm events, stormwater spills out of the ditch and runs downhill to UT- Middle Fork South
Fork New River causing streambank erosion
The surrounding area of the Project Site is a single family residential neighborhood located on a moderately steep
hillside The drainage area for the Project Site is approximately 7 -acres

The 1 -own of Blowing Rock, Sunset Drive Culvert Replacement Project will replace an existing undersized and failing
culvert conveying Jurisdictional stream flow, protect an existing sewer line, stabilize streambanks around the inlet and
outlet of the replacement culvert, and remedy stormwater drainage problems along Sunset Drive in the immediate vicinity
3e Describe the overall project in detail, including the type of equipment to be used
The 1 own of Blowing Rock, Sunset Drive Culvert Replacement Project proposes to replace a fading double 18" x 40'
CMP (Pipe #1) that conveys jurisdictional waters (UT- Middle Fork South Fork New River) Normal stream flow is not
being conveyed through the culvert, flow is going under the culvert Streambank erosion problems are occurring at both
the inlet and outlet ends of the culvert On the inlet end, high flow events have washed out material around and above the
culvert exposing an underground sewer fine and eroded the road shoulder At the outlet end of the culvert, bank erosion
is occurring on the right side of the channel encroaching onto Sunset Drive, causing safety concerns
The proposed replacement culvert is a double 24" x 60' HDPE The replacement culvert will extend an additional 10' on
both the upstream and downstream ends of the existing culvert footprint Extending the culvert on the inlet end will create
a wider road shoulder allowing for improved safety and protection for the sewer line Extending the culvert on the
downstream end will remedy a safety concern and eliminate an erosion problem in this area — see photos 20 linear feet
of new permanent stream impacts are proposed with the replacement culvert The replacement culvert will not be
countersunk due to the presence of bedrock
The second area to be maintained under this NWP #3 is a ditch along Sunset Drive thirty feet above Pipe #1 Proposed
work will plug the existing non - functional 18" drain pipe (Pipe #2) and extend the existing ditch from Pipe #2 to just above
Pipe #1 Extending the ditch to UT- Middle Fork South Fork New River will result in temporary impacts on the upstream
side of Pipe #1 A total of 25 linear feet of temporary impacts will be necessary for the project including pump around
operation for culvert installation All temporary impacts will be stabilized following work with erosion control matting and
riparian seed mix
No concrete will be used during culvert installation No nprap outfall protection will be installed with the replacement pipe,
stream gradient is too steep and the streambed is bedrock controlled All temporary fill used in flow diversion will be
removed following culvert installation
