The North Carolina Division of Water Resources conducted an inspection of the 43 Driftwood Court on November
8, 2022. This inspection was conducted to verify that the facility is operating in compliance with the conditions
and limitations specified in NPDES WW Permit No. NCG550152. A summary of the findings and comments
noted during the inspection are provided in the enclosed copy of the inspection report.
The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Asheville
Regional Office. The following deficiencies were noted during the inspection:

Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law. To prevent further action, carefully review these deficiencies and address the causes of
non-compliance to prevent the recurrence of similar situations.

Lauren Armeni, with the Asheville Regional Office, conducted a Compliance Evaluation Inspection of
the single-family wastewater disposal system that services 43 Driftwood Court on November 8, 2022.
This inspection was conducted to determine whether the system is being operated and maintained in
compliance with General NPDES Permit No. NCG550000. Mr. Pedro Boj (owner) was present during
the inspection. Mr. Jorge Diaz is also the owner of the property, but was not present during the
inspection.
Permit: During previous inspections, the layout for the septic systems located at 41 (NCG550151) and
43 Driftwood Court was unknown. At the time of the inspection, Mr. Boj was able to clarify the layout,
and he indicated that flow from both septic tanks enters a junction box, which then drains to one sand
filter connected to one effluent pipe, both located on the 43 Driftwood Court property. Because both
systems are connected one effluent pipe, Mr. Boj will request that the permit associated with 41
Driftwood Court (NCG550151) be rescinded after the effluent pipe on the 43 Driftwood Court property
is located (per instructions from Mr. Charles Weaver (NCDEQ Permitting Staff)).
Mr. Boj also indicated that 44 Driftwood Court currently has a septic system permit from the Local
Health Department, as there was previous confusion regarding the system on this property.
Effluent pipe/effluent sampling: The effluent pipe could not be located at the time of the inspection.
Mr. Boj indicated that he would have the effluent pipe located when the septic tanks are pumped in
March 2023. Once the effluent pipe is located, the pipe should be checked at least twice a year to
determine if the system is discharging and to ensure that no obvious evidence of system
malfunctioning is observed. If at any point throughout the year the effluent pipe is discharging, annual
sampling is required per General Permit NCG550000, Part I, Section C. Monitoring requirements are
based on the surface water classification of the receiving water.
Disinfection (chlorination)/dechlorination: Chlorination/dechlorination is required per General Permit
NCG550000, Part I, B.(1.). This system currently does not have chlorination/dechlorination. Mr.
Boj indicated that he would have both added to the system when the septic tanks are pumped in
March 2023.
The following deficiencies were noted during the inspection:
