Dear Mr. Basinger,
The City of Belmont is in receipt of the above NOV and as required by your letter, our response to the violations
are as follows:
Incident # 202201432- This overflow incident at 200 Caldwell Farm Road was the result of a gravity main pipe
blockage.
On behalf of the City of Belmont, city crews responded to reports of the overflow and immediately began to clear
the 8-inch clay pipe of debris made of primarily cloth rags. Crews utilized a Sewer/Vacuum truck to clean up the
overflow and jet the main. Lime was applied to the affected area. City crews inspected the sanitary sewer line up
and down stream of the blockage and observed no immediate issues.
The City of Belmont worked diligently to clear the debris and reduce the overflow volume to the best of its
ability. There was no expected impact on wildlife or public health stemming from this overflow. City public
works and engineering staff are currently reviewing this gravity main to determine if it can be reengineered to
prevent future blockages. A complete rehabilitation of this pipe is being discussed and has been added to the City
of Belmont's Capital Improvements Program. The Collections ORC is assessing the scope of this rehabilitation
proj ect.
