Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* Project site is a perennial stream in a residential neighborhood. The watershed zoning within the neighborhood is R-80W (0.50 du/ac) and R-40W (1.00 du/ac) in the surrounding area. The neighborhood and surrounding area are currently established residential communities and it is unlikely the imperviousness of the watershed will drastically change in the future with this zoning. The section of stream to be restored is in a highly eroded bend in a residential backyard. The banks on the outside of the bend are 5-7 ft high with undercutting. The vegetation on the banks is mainly turf grass with a few large trees. 4b. Explain the purpose of the proposed project: * The purpose of this project is to stabilize the eroding bank by installing a boulder toe. The pool in the bend and the riffles at the start and end of the pool will be re-established in order to restore the degraded section of stream. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * This project will include the construction of an access path from the driveway of the residence to the stream using matting to protect the lawn and roots of existing trees. Small boulders will be installed along the toe of the eroded bank, which will be backfilled and covered with erosion control matting, live stakes, a riparian buffer seed mix and native herbaceous plantings. This will require the use of a mini excavator and skid steer within the stream and buffer for grading and installation of stone. A pump around will be used. 5. Jurisdictional Determinations 5a.
