We have reviewed your request for Speculative Limits for the Town of Rose Hill to expand its existing
Wastewater Treatment Plant from 0.45 MGD to 1.0 MGD. The wastewater treatment plant discharges
to Reedy Branch in the Cape Fear River Basin. Our records indicate that Reedy Branch at the discharge
location is a zero -flow stream with both 7Q10 and 30Q2 flows at zero cubic feet per second. According
to the North Carolina Administrative Code 15A NCAC 02B .0206(d)(2), "If the 30Q2 and 7Q10 flows
are both estimated to be zero, no new or expanded (additional) discharge of oxygen consuming waste
shall be allowed." Therefore, the Division can neither provide Speculative Limits nor permit increased
flow to this stream. The Town is encouraged to explore other options such as non -discharge, beneficial
reuse, or discharge to a different stream with positive 7Q 10 and 30Q2 flows.

As the committed flows to the Rose Hill WWTP continue to increase, Rose Hill is initiating action to begin
planning for the future potential expansion of the Rose Hill WWTP from the permitted capacity of 0.450
MGD to future capacity of 1.0 MGD.
This letter is to formally request speculative effluent limits for the future potential expansion of the Rose
Hill WWTP at flow of 1.0 MGD. The current NPDES Permit list the following information facts for the
