Gerald —As mentioned in my voice mail message earlier today, I am working with Raleigh Concrete to prepare a Notice
of Intent (NOI) to request coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit
No. NCG140000 to discharge stormwater and process wastewater for establishments primarily engaged in ready -mix
concrete production. Part of the NO1 requires us to evaluate alternatives, including discharge to the local wastewater
treatment plant. Most municipalities I have worked with in North Carolina do not accept this wastewater (e.g., vehicle
and equipment cleaning, wetting of raw material stockpiles, and mixing drum cleaning at a concrete plant) comingled
with stormwater. I need to confirm whether or not the city would accept this wastewater, and if not, the NOI requires
us to provide a letter documenting this. A written response to this email would suffice. Please give me a call at 919-459-

The EI Group, Inc. (EI) is submitting the enclosed application for coverage under the NPDES
General Permit NCG140000 on behalf of Raleigh Concrete LLC for an existing location in
Durham, North Carolina. The following application form and supporting documentation are
enclosed:
• DEMLR NCG140000 Notice of Intent (NOI) form;
• North Carolina Secretary of State (NCSOS) report;
• E-mail from City of Durham Indicating Nonacceptance of Wastewater; and
• Three figures intended to address intent of what is requested for two figures identified in
NOI form:
➢ Figure 1 — General Location Map,
➢ Figure 2 — Site Map, and
➢ Figure 3 — Impervious Area Map.
Also enclosed is the check for the $100.00 fee.
