Thank you for your PCN, dated 10/21/2022, for the above referenced project. I have reviewed the information and need
clarification before proceeding with verifying the use of Nationwide Permit (NWP) 18 and 29 (https://saw-
reg.usace.army.mil/NWP2021/NWP-18.pdf; https://saw-reg.usace.army.mil/NWP2021/NWP29.pdf). Please submit the
requested information below (via e-mail is fine) within 30 days of receipt of this Notification, otherwise we may deny
verification of the use of the Nationwide Permit or consider your application withdrawn and close the file:
1) The overall "Ruffin Rd Wetland and Stream Impact Map" does not include the northern extreme of the proposed
development and its access to existing roads. Please provide an updated plan view of the lot layout and
infrastructure (roads, utilities, stormwater, etc.) for the entire proposed development. This plan is necessary to
evaluate avoidance and minimization measures and potential secondary and cumulative impacts of the project;
2) The profile view of the proposed 30" culvert pipe on Sheet 3 does not show enough of the extent of existing
grade to show how the inlet/outlet of the pipe (or the rip rap pad) matches with the existing grade. This
information is necessary to ensure compliance with NWP 29 Regional Conditions B.8 and B.9.
3) Given the relatively steep slope (>3%) of the proposed culvert, we are concerned that this stream would be
subject to headcutting above the proposed culvert if the invert is buried below existing grade. Please confirm
with NCDWR regarding whether or not culvert burial is required/advisable in this situation. If burial of the
culvert pipe is not advised, please ensure that the design complies accordingly, and include any revisions on the
PCN and applicable plansheets.
4) Sheet 5 appears to indicate that the banks and bed of Bull Run will be rip rapped following sewer line
installation; please confirm whether or not that is the case. If so, ensure that the design complies with NWP 29
Regional Conditions B.8 and update/detail the plansheet accordingly. If other methods are proposed to
restore/stabilize the stream bank following construction, please provide those details as well.
5) It appears that an Individual 401 Water Quality Certification (WQC) is required from the North Carolina Division
of Water Resources (NCDWR) for this project; please note that the Corps cannot verify the use of any NWP
without a valid 401 WQC.
