Protect Summary:
The applicant is proposing to increase the diameter of existing stormwater pipes at three
different locations within the Division's Area of Environmental Concern (AEC). The areas
of increased stormwater pipe diameter are adjacent to the properties located at 1410 - 1325
Font Street, 1111- 1117 Front Street, and 610 Craven Street, within Taylor and Town Creek,
Beaufort.
9. Narrative Description:
The proposed Town of Beaufort Stormwater Improvement Project has Project Area 1
located at a headwall of an existing 18" concrete pipe at 1325 Front Street, within Taylor
Creek, a creek connected to the White Oak River Basin, within the Town of Beaufort. The
project area is found by turning off Highway 70 in Beaufort and turning onto Front Street.
The Project Area 2 is located at a headwall of an existing 15" terracotta pipe at 1111 Front
Street, within Taylor Creek.
Project Area 3 is located at a 2 1 " corrugated metal pipe at 610 Craven Street within Town
Creek, a Creek connected to the White Oak River, within the Town of Beaufort
The existing stormwater pipes terminate at or below the normal high water (NHW) line.
The high ground proposing to be disturbed in association with new culverts and headwalls
is 44,700 ft. square feet. The high ground consists of typical yard grasses, ornamental
trees, and shrubs, residential homes, driveways and sidewalks. The existing areas of the
stormwater pipes include rock and concrete bulkhead areas, natural shorelines (610 Craven
street, private docking facilities, and bulkheads.
The proposed development is a public project. There are residential properties to the east
and west of the project area. The Carteret County Land Use Plan classifies this project area
as residential and the future land use designates this area as medium density residential
(Project areas 1 & 2) and conservation and open space (Project Area 3). This area of
Taylor and Town Creek is not classified as Primary Nursery Area and is closed to the
taking of shellfish. The proposed areas of the stormwater pipe terminus fall within waters
designated as SC by the Division of Water Resources.
A scoping meeting for this project occurred on the 7`h of April, 2022.
10, Protect Description:
The current proposal is to increase the existing stormwater pipes which range from 15"-
21" with 36" HP pipe (Project Areas 2 &3) and 30" high pressure (HP) reinforced
concrete pipe (RCP) (Area 1). All of the new HP RCP pipes and headwalls will be
installed with duckbill check valves to prevent backflow of tidal waters into the

stormwater pipes. The proposed work will not increase the amount of stormwater that
drains into nearby Creeks and wetland areas. An existing 8" pipe at Front Street and Belle
Air will be eliminated and filled with fillable flow.
Project Area 1 will replace the existing 18" outlet on front street, located 60' of the
intersection with Seaview St. with a 30" MP Storm Pipe outlet and remove the existing 8"
stormwater pipe south of the intersection of Front and Belle Air St.
Project Area 2 will replace an existing 15" outlet currently located at the intersection of
Hill St. and Front St with a 36" HP pipe and will divert most of the water that currently
runs to another 15" pipe located 250' west of the proposed outlet at the intersection of Hill
St. and Front St.
Project Area 3 will be located approximately 65' to the west northwest of the property
located at 610 Craven St. The existing 21" CMP outlet will be replaced with 36" HP pipe
outfall and headwall will be located within the undeveloped area of wetlands to the west
northwest of 610 Craven St. across the street.
The Town is also proposing to improve manhole covers and pipe linings to aid in
eliminating cross contamination with the existing stormwater and sanitary sewer systems.
I1. Anticipated Impacts:
The stormwater pipe replacements within Town and Taylor Creek would temporarily
disturb 3,090 ft2 of high ground areas within the CAMA AEC of upland area within the
75' AEC. The placement of riprap around the outfall pipes to prevent erosion would be
limited to the existing footprint of existing outfall pipes within the project areas. The
increases in suspended sediment and turbidity levels from the work will be temporary.
Upland disturbances associated with the work may cause traffic delays and temporary
disturbances to upland properties.

Project Narrative
The Town of Beaufort is seeking to upgrade a portion of their stormwater infrastructure in
order to reduce he frequent flooding which occurs during rain events. The existing pipes to be
upgraded are sized between 8" and 21". The existing system discharges into an Estuarine and
Deepwater habitat, Taylor Creek (El UBLx, SC), and an Estuarine and Marine Wetland habitat,
Town Creek (E2EM 1 Pd, SC). The Town has obtained USDA-RD grant and loan funds for three
projects within the Town. They include water distribution improvements, sanitary sewer
rehabilitation improvements and stormwater system improvements. The sanitary sewer
rehabilitation work is primarily focused on the elimination of I&I in the system throughout the
gravity sewer system through making point repairs, lining of pipe and manhole replacements. This
will aid in eliminating cross contamination with the existing stormwater system. With the
stormwater improvements proposed, there will be an added level of protection against the potential
for cross contamination with existing sanitary sewer gravity lines.
The proposed project will seek to upsize the pipe from 15" to 36" HP Storm Pipe and RCP and
will generally be in the same location or close to the existing pipe. The increase in the impervious
surface will be negligible. Two of the three proposed discharges are in the same location as the
existing discharge, however one existing 8" stormwater discharge at Front Steet and Belle Air will
be eliminated, resulting in a net zero added discharge. The discharge outlet at the intersection of
Front and Queen Streets will be replaced in a future project and the current proposed project will
replace the pipe up to the manhole before the outlet. Below is a description of each of the discharge
outlets where we are constructing or replacing outlets into bodies of water, the page numbers
correspond to the enclosed preliminary plan sheets.
Page 3C1, we are replacing an 18" outlet on Front Street, 60' feet west of the intersection
with Seaview Street, with a 30" HP Storm Pipe outlet. The proposed outlet will discharge
into Taylor Creek. This will provide for the abandonment of an 8" outlet that exists south
of the intersection of Front Street and Belle Air Street and which currently goes underneath
a house.
Page 3C5, we are constructing a 36" HP Storm Pipe outlet at the intersection of Hill
Street and Front Street. This will divert most of the water from an existing 15" outlet 250'
west of the proposed outlet, the 15" outlet will stay in operation. The existing and proposed
outlet discharge into Taylor Creek.
Page 3C7, we are replacing a 21" CMP outlet at the end of Craven Street with a 36" HP
Storm Pipe outlet at the same location. The outlet discharges to a ditch that discharges to
Town Creek a few hundred feet downstream.
It is envisioned that a precast concrete headwall will be utilized at each new outlet and include a
duckbill style backflow prevention valve to prevent the backflow of tidal waters into the storm
drainage system. Due to the flat topography in the Beaufort area and conflicts with existing
utilities, the new outlet discharge elevations are proposed to be at similar elevations as the existing
piped discharges below; most being below sea -level.

Project Area 1: Stormwater currently flows to Taylor Creek through an 8" terracotta pipe underneath a house at 1410 Front
Street and through an 18" concrete pipe at 1325 Front Street. Proposed to abandon 8" pipe and stormwater will flow to
existing 18" pipe which will be replaced with a proposed 30" HP Storm pipe at the same location with a proposed headwall.
Area 2: Stormwater currently flows to Taylor Creek through a 15" terracotta pipe at 1111 Front Street. Existing line will be
kept active and retain 23% of current flow, while 77% will be diverted to proposed 36" HP Storm pipe outlet with headwall at
1117 Front Street, 280 feet east of existing outlet. The outlet pipe will be equipped with a duckbill checkvalve.
Area 3: Stormwater currently flows to Town Creek through a 21" corrugated metal pipe at 610 Craven Street. This pipe is to
be upgraded to a 36" HP pipe with headwall at the same location. The outlet pipe will be equipped with a duckbill checkvalve.

sum of One Hundred ($100.00) Dollars and other good and valuable consideration
to her in hand paid, the receipt of which is hereby acknowledged, has bargainer
and ,sold and by these presents doth grant, bargain, sell and convey unto
said party of the second part his heirs and assigns, all of those certain
lets of land lying and being in Beaufort Township, Carteret County, North
Carolina, 'described and defined as follows
'Heins all of Lots Numbers Forty Six (46), Eighteen (18),
and Twenty Seven (27), "Ocean View" Sub Division, according
to a map or plat of same prepared by C. K. Howe, Surveyor,
and recorded in Book 16, Page 553, Carteret County Registry;
said lots lying on the West side of Seaview Street, and
measuring 50 feet each on Seaview Street, and being
145 feet in depth.
TO HAVE AND TO HOLD the aforesaid lots of land and all privileges and
appurtenances thereunto belonging to him the said party of the second part,
and his heirs and assigns, to his only use and behoof forever.
And the said party of the first part, for herself and her heirs and
assigns, executors and administrators, covenants with the said party of the
second part, his heirs and assigns, that she is seised of said premises
in fee and has the right to convey the same in fee simple; that the same
are free and clear of all encumbrances and that she doth hereby forever
warrant and will forever defend the said title to the same against the
lawful claims of all persona -whomsoever.
