McClanahan and Seymour, Thanks for your PCN and attached plans dated 12/12/2014, received 12/15/2014, for the above referenced project. I have reviewed the information and offer the following comments to be addressed before your application can be considered complete: 1) Please submit a plan view showing what is proposed to be built on the entire lot, including the proposed crossing. The Corps can only permit single and complete projects based on the project's purpose and need, and based on your submitted information the road and crossing do not have a terminus or serve any particular project. Keep in mind that you can submit a conceptual plan if design is not completed yet. However, the plan should clearly show the boundaries of waters of the US and demonstrate that the single and complete project does not directly or indirectly impact additional areas of water of the US. 2) The plan view of the proposed crossing is difficult to read. Please resubmit this drawing to show the culvert structure, roadway, jurisdictional features (stream and wetland), and proposed areas of impacts more clearly (perhaps by removing layers that are not necessary to show the proposed project impacts ?). 3) Will any additional utility impacts be required for this lot, or are they included in the roadway fill or impacts avoided via aerial crossings or directional drill techniques? 4) The development of Lot 1 appears to part of a larger McConnell Center Drive industrial /commercial park. Are any other impacts to waters of the US proposed or required for the development /build -out of the industrial /commercial park as a whole? If so, please include them all in the same PCN to avoid "piece - mealing" the project. Note that the Corps will consider any additional impact to waters of the US within this industrial /commercial park to be part of the same single and complete project with respect to Nationwide Permit and compensatory mitigation thresholds. Please submit the above information within 30 days of receipt of this Notification or we may consider your application withdrawn and close the file. If you have any questions please let me know.
