I'm reviewing the application for the Buffer Authorization for 1901 Milan St, Durham, and I had a few questions. 1 I'm not understanding where exactly the proposed garage would be. Could you please provide a sketch? I've provided an example of a buffer impact map. I've also included a copy of the plat that was attached to the application — it might be easier to sketch on the plat and send it back to me. Additionally, detached garages typically require the payment of mitigation to a private mitigation bank. Mitigation in Zone 2 is at a 1.5:1 ratio (ex: for 2 square feet of impacts would required 3 square feet of mitigation. For 400 square feet of impacts, 600 square feet of mitigation would be required.) You will need to reach out to a Mitigation Bank and request a Statement of Availability and provide a copy to me. You can find a list of mitigation banks here: https://edocs.deq.nc.gov/WaterResources/DocView.aspx?dbid=0&id=2206931 You're looking for one that serves the Neuse Basin with HUC 03020201 that serves the Upper Falls Lake Area. There are a couple of banks that serve that area listed under Durham, Orange, and Person counties in that table. You may want to contact more than one to see what their rates are.
