This petroleum bulk storage and distribution facility discharges stormwater under NPDES Permit No.NC0046892 which will expire on June 30,2015. Attached is a copy of the Application Form—Short Form C—Minor Industrial, a table of average discharge results, a map of the facility and surrounding area,and a diagram of the water discharge system. Changes at the Facility In the past,various methods have been employed to remediate impacted groundwater at the facility, including pumping and treating groundwater via air stripping and carbon filtration prior to discharge. Currently only air sparging is employed to treat groundwater,however Motiva would like to preserve the ability to discharge treated groundwater in the NPDES permit in the event it becomes necessary in the future. Describe the treatment system List all installed waste treatment components with capacities, describe the processes that generate wastewaters. If the space provided is not sufficient attach a separate sheet of paper with the system description. Storm water is collected in diked areas and eventually flows to a holding pond. Storm water from the loading rack area flows to an oil/water separator. Water from the separator flows to the holding pond. Water in the pond is periodically discharged through Outfall 001 under operator supervision. Recovered product from the SPCC tank flows to the Flush Tank, the contents of which are periodically pumped to a storage tank. At times groundwater from portions of the facility has been remediated in place via air sparging or pumped through an air stripper and carbon filtration system and discharged to the holding pond where it commingles with storm water. Groundwater is not currently being pumped and treated, however, the facility requests to maintain the ability to discharge treated groundwater in the future if needed. (See Figure 1) 8. All products are distributed via tanker truck through the terminal's truck loading rack.
