In accordance with your application to discharge treated groundwater contaminated with fuel hydrocarbons, the Division of Water Resources (DWR or the Division) hereby forwards this Certificate of Coverage (COC) to discharge under the subject NPDES general permit. We issue this COC pursuant to the requirements of North Carolina General Statue 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency (USEPA) dated October 15, 2007 (or as subsequently amended). The following information is included with your permit package: • A copy of the Certificate of Coverage for your treatment facility • A copy of General Wastewater Discharge Permit NCG510000 • A copy of a Technical Bulletin for General Wastewater Discharge Permit NCG510000 • Engineer's Certification, to be signed and returned to DWR upon completion The Division understands from your Notice of Intent (NOI) received September 12, 2017 that you your site-remediation Corrective Action Plan (CAP) was approved August 11, 2016 by the NCDEQ Division of Waste Management UST Section, Mooresville Regional Office. Future reporting under this COC shall compare all analytical results to Surface Water -Quality Standards appropriate to a receiving -stream classified C. We note that site -assessment analytical data (April 05, 2017) suggests that combined gasoline and kerosene, appear to be the sources of site contamination, and that chlorinated solvents may not be a problem in the subsurface. If additional chlorinated solvents are detected in the future, you must apply immediately for an individual NPDES permit. Based on the above, the General Permit's effluent monitoring Table A. (3.) applies to your facility as having been impacted by sources of combined gasoline and diesel fuel with a design discharge flow rate of 1,296 gpd (<0.05 MGD). Monitoring Tables A. (1.), A. (2.), A. (4.), A. (5.) and A. (6.) do not apply. At no time shall treated water discharge such that sediment is transported and/or erosion occurs. The Measurement Frequency "Monthly Flow" is defined as total treated effluent not -to -exceed one million gallons (1.0 MG) per month. This assumes that the system utilizes a totalizing flow meter (or equivalent method) to determine and record total flow, and report this value on quarterly Discharge Monitoring Reports (DMRs). In accordance with your application for discharge and Corrective Action Plan (CAP), the Division understands you propose to construct and operate a groundwater remediation system consisting of: • Groundwater Recovery Wells. • An Oil/Water separator (155 gallon) with a rated flow capacity of 20 gpm, detention time of 7.75 min and a free product disposal method that utilizes a gravity drain to an external500- gallon AST. • An air stripper with four (4) trays, a rate 50 gpm, air max @400 cfn; air -to -water ratio 8:1 (cfin/cfm) (99.9% removal efficiency) • Two (2) bag filters in series; 100 gpm. • Two (2) carbon adsorption drums; rate 40 gpm; in series; each 200-lbs; carbon breakthrough time: first unit time is 84 months based on calculation with an anticipated 0.9 gpm continuous flow rate. • Effluent discharge line with flow meter. • Discharge outfall. The above treatment works, located at Speedway 7971 (Former WilcoHess 351) located at 1343 Rock Barn Rd NE, Conover 28613-7565, will be installed and operated in accord with your discharge application, Notice of Intent (NOI), and as described on your schematic and site plan. Treated groundwater shall discharge under receiving stream zero -flow conditions (7Q10 and 30Q2 = 0.0 cfs) ultimately to an unnamed tributary (UT) to Mahaffie [Stream Segment 11-76-2], a waterbody currently classified C within Subbasin 03-08-32 [HUC: 030501011102] of the Catawba River Basin, as documented on the attached Site Map. In the event that treatment facilities fail to perform satisfactorily, to include creating nuisance conditions, the Permittee shall take immediate corrective action, including those actions as may be required by this Division, such as the construction of additional or replacement wastewater treatment or disposal facilities. Failure to abide by the requirements contained in this ATC may subject the Permittee to an enforcement action by the Division of Water Resources in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. Please notify Corey Basinger of the Division's Mooresville Regional Office (MRO) by telephone 704- 663-1699 at least three (3) working days in advance of operating the treatment -system so that he may determine the need for final inspection requirements. Please contact MRO during the normal office hours from 8:00 a.m. until 5:00 p.m. Monday through Friday, excluding State Holidays. NPDES Permit Contact. If any parts, measurement frequencies or sampling requirements contained in this general permit are unacceptable, you have the right to request an individual permit by submitting an individual NPDES permit application. Unless such demand is made, the certificate of coverage shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Resources or any other Federal, State, or Local governmental permits that may be required. The second waste stream is a Diesel spill. Six on site recovery wells will be used to treat the gasoline waste stream and seven RWs will be used to treat the Diesel Waste stream. This treatment system will operate in an altercating treatment cycle to treat the separate waste streams. There is free product present at this facility and the system is designed with an oil and water separator and storage tank for collection of the captured free product. There is an existing NPDES storm water permit in place at this facility and there is a separate on -site oil and water separator for the storm water permit. The outfall for the discharge of the treated effluent has yet to be determined due to logistical issues with the most economically feasible method to install the discharge to the near site UT. The receiving stream has been positively identified as Lyle Creek. Pilot studies have indicated that groundwater recovery will produce up to 0.9 gallons per minute; • Groundwater/free product will be transferred from the phase -separator tank to an oil - water separator system via a transfer pump rated at 10 gallons per minute. The system will shut down in the event the high -high level float switch located inside the phase separator is activated; • Recovered free product from the oil -water separator system will be gravity -fed to an external product tank, which will be monitored and pumped out on an as -needed basis by a certified disposal contractor, prior to transportation off -site for disposal. Thank you for discussing the Speedway project with me a few days ago which is administered by Mid -Atlantic Environmental and the NCDEQ for approvals. PRM was contracted by Speedway to manufacture the remediation system for the cleanup. We have been in this business for 28 years now and this is our primary business. PRM is a UL shop and we manufacture remediation systems using the latest in safety requirements. PRMs UL certifications is not only controls but also for full packages. Safety is always of utmost concern in what we do. My client Speedway and Mid -Atlantic have asked me to explore options for the discharge requirements of this site and they have asked our professional opinion of installing additional downstream vapor monitoring. We have advised them that our recommendation is that effluent vapor monitoring is very atypical and we have never had a request to do so after a system with such robust and effective treatment. This system uses dual phase extraction which will remove 100% of all free vapor from the influent stream. Residual free NAPL can exist in the oil water separator. No residual NAPL can exist in the Air Stripper which effectively removes >99.9% of all solubilized compounds which become extremely diluted vaporized materials where the exhaust of the air stripper will typically see vapor concentrations in the ppb range on the effluent. At this point, water is left with only potential for very low ppb range (not ppm range) materials in the water. At this point, Carbon Absorption reduces ppb range materials to absolute zero. Carbon beds are in series and are monitored monthly for breach between vessel 1 and vessel 2. My request is to reconsider your request for effluent vapor monitoring as we feel the level of protection and safeties is extreme and the potential for effluent vapors does not exist. In the event the client cannot forgo the requirements, they have advised me that they will pursue alternative methods of water disposal. No USGS discharge records are likewise known to exist for the point of interest. In the absence of site -specific discharge records sufficient for a low -flow analysis, estimates of low -flow characteristics at ungaged locations are determined by assessing a range in the low -flow yields (expressed as flow per square mile drainage area, of cfsm) at nearby sites where such estimates have previously been determined. Fcci A basin delineation completed using the online USGS StreamStats application for North Carolina (http://water.usgs.gov/osw/streamstats/north carolina.html) indicates the drainage area for the point of interest is approximately 0.04 sqmi. For streams in Catawba County, low -flow characteristics published by the USGS are provided in the following reports: r�1 (1) The first is a statewide report completed in the early 1990's. It is USGS Water -Supply Paper 2403, "Low -flow characteristics of streams in North Carolina" (Giese and Mason, 1993). An online version of the report is available at http://pubs.usgs.gov/wsp/2403/report.pdf. The report provides the low -flow characteristics (based on data through 1988) via regional relations and at -site values for sites with drainage basins between 1 and 400 sqmi and not considered or known to be affected by regulation and/or diversions. (2) The second is a statewide report published in March 2015. It is USGS Scientific Investigations Report 2015-5001, "Low -flow characteristics and flow -duration statistics for selected USGS continuous -record streamgaging stations in North Carolina through 2012" (Weaver, 2015). The report provides updated low -flow characteristics and flow -duration statistics for 266 active (as of 2012 water year) and discontinued streamgages across the state where a minimum of 10 climatic years discharge records were available for flow analyses. Inspection of the above reports indicates the presence of nine (9) nearby selected USGS partial -record sites (7) and continuous -record streamgages (2) in general vicinity of the point of interest where low -flow characteristics were published. A mobile Dual -Phase Extraction (DPE) system has been designed/constructed to address both the gasoline and diesel fuel releases. The system effluent was intended for discharge to the City of Conover's Publicly - Owned Treatment Works (POTW), as initially indicated and verbally approved by the Industrial Pretreatment Coordinator for the POTW. However, following an extensive period of negotiations with the Wastewater Treatment Plant Supervisor and the Public Works Director, it became increasingly evident that the POTW would not make a determination or issue a final permit to accept the discharge. Based on this information and an additi no al alternatives analysis, it was determined that the most technologically feasible, cost effective and viable option for discharge of the system effluent would be under an NPDES General Permit for direct discharge to Lyle Creek, which runs along the northwest property boundary of the site. Please note that the site is also covered under an existing NPDES General Permit for stormwater discharges (NCG080428). Stormwater runoff from the site is directed into a series of storm drains, drop inlets and french drains (located along the perimeter of the fueling canopy for the diesel fuel dispensers), which ultimately discharge off -site at one of the facility's two designated outfall locations. The outfalls are located upgradient of Lyle Creek. Lyle Creek is not listed on the North Carolina 303(d) list of impaired waters and is not listed as a waterbody with an established Total Maximum Daily Load (TMDL). The purpose of this alternatives analysis is to provide justification for discharging DPE system effluent directly to surface water and demonstrate that direct discharge is the most environmentally sound alternative selected from all reasonably cost-effective options. As such, this analysis provides a general evaluation of the following potential wastewater disposal alternatives: • Connection to a municipal or regional sewer collection system;y • Subsurface disposal (nitrification fields, infiltration galleries, injection wells); o • Spray irrigation; and J; • Direct discharge to surface waters. c 5 — These alternatives were evaluated in accordance with Item 10 on Page 3 of the Notice of JLJ Intent Application for Coverage under General Permit NCG5100000. Alternative A - Connection to a Municipal or Regional Sewer Collection System Prior to the preparation of a New Technology Cleanup Plan (NTCP), verbal approval to discharge treated groundwater from a mobile DPE system was granted by the City of Conover's Industrial Pretreatment Coordinator, pending submittal and approval of an Industrial User Wastewater Survey and Permit Application. However, following submittal of the initial application (October 2016), continued/extensive negotiations with the City of ezt Conover, and submittal of numerous additional supporting documents and supplemental data (as requested by the POTW), it was determined that the POTW would not accept the discharge. The City of Conover issued the following statement on June 22, 2017: "The City of Conover has determined the information given to us by your company has not met our criteria to establish a permit at this time. Conover will not accept gasoline residue. Further criteria and information must be established before a permit may be issued that may include limits and guidelines for diesel residue, as well for any other substances, including volatile or organic materials, can be accepted into the City of Conover's receiving lines and the POTW" A copy of the above correspondence is provided as an attachment for reference. Alternative B — Subsurface Disposal Boring Togs from previous site assessment and monitoring well installations at the site were reviewed to help determine hydraulic loading to the groundwater for evaluation of a subsurface disposal alternatives (including nitrification field, subsurface infiltration gallery and injection wells). The boring logs indicate that the underlying soils primarily consist of silty clays (CL) and silts/clayey silts_ (ML) per e ni ie of assi !cation System (USCS).
