Attn: James Derek Fox 1900 Pepsi Wai Garner, NC 27529 NJ 'fH CAROLINA Environmental Quality December 17, 2022 Subject: COMPLIANCE EVALUATION INSPECTION Pepsi Bottling Ventures Garner Facility, Certificate of Coverage-NCG060304 NPDES Stormwater General Permit-NCG060000 Wake County Mr_ Fox: On December 04, 2022 a site inspection was conducted for the Pepsi Bottling Ventures, facility located at 1900 Pepsi Way, Wake County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit-NCG060000, Certificate of Coverage-NCG060304. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Poplar Branch, a Class C;NSW waterbody in the Neuse River Basin. As a result of the inspection, the facility was found to be not in compliance with the conditions of the NCG060000 permit. Additionally, it was determined that a NCGO80000 permit is required for the maintenance shop area, found at the facility. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. The compressor room has an oil leak at one of the compressors that should be addressed. Absorbent pads were used to capture the oil leak, but the pads were overdue for replacement and the leak was an ongoing issue that should be fixed. The leak and the remedy should be noted in the SP3 and there should be a plan in place for the leak repair in the SP3. The maintenance shop has a vehicle wash area that should have some type of preventive maintenance and good housekeeping plan as well as an inspection program that was not provided in the NCG06 permit. The facility should apply for a NCG08 permit for the shop area that will require its own preventive maintenance and good housekeeping and inspection program. The Oil Water Seperator at the maintenance shop should have a service plan. There are bins out back on the South side of the maintenance shop that have oil and grease residue along with vehicle parts that are exposed to stormwater that should be covered or stored inside. There are also roll off containers on the South and North side of the maintenance shop that are exposed to stormwater and should be covered. All dumpsters and containers on site should have some type of covering if used materials will be disposed into them.There is a room of the back of teh maintenance shop for storing used oil in vessels and 55 gallon drums that exceed the allowable capicity without secondary containments. Please provide some type of secondasry containment for that room or those vessels The site map should be updated to show all the required detail and updates and the SP3 should be updated to acurately identify all significant personnel and updates made at the facility. The plan should be updated annually and a feasibility study should be performed as required. Preventive maintenance and good housekeeping inspection programs should cover all areas where there is a potential for pollutants being exposed to stormwater and must be site specific.
