Project Description: (Include project scope and location and refer to the attached project location map.) NC 41, widen from 20' to 26', mill in curb and gutter section and resurface from Craven County line to MP 21.79 west of Trenton City limits in Jones County. B. Purpose and Need: NC 41 will be widened from 20 feet to 26 feet in order to provide two significant enhancements to this heavily travelled primary roadway. 1) Increase safety by providing widened recovery areas for motorists. The paved shoulder recovery area will be widened to one foot throughout the length of the project. The travel lanes will be widened to 12 feet. 2) NC 41 attracts a large amount of bicycling and pedestrian traffic. The widened paved shoulder will facilitate safer travel for these users. C. As a part of this project NCDOT Division 2 intends to relocate ditch -lines within existing right -of -way (ROW) along a 2.5- mile (roughly 4 kilometer) long section of NC 41. Additionally, they intend to replace a 36'36" corrugated metal pipe with a 50'48" corrugated metal pipe within existing ROW. Existing ROW along this portion of NC 41 is 60 feet (nearly 18.3 meters) wide and no additional ROW or temporary easements are currently proposed. At the time of the review, the project had not yet been assigned a project number or federal -aid number though such funding is anticipated. SUMMARY OF CULTURAL RESOURCES REVIEW Briefdescription ofreview activities, results ofreview, and conclusions: A review of the site maps and files archived at the North Carolina Office of State Archaeology (OSA) was conducted on December 20, 2013. No previously identified archaeological resources are located within the APE; it should be noted, however, that a few archaeological sites are located near the southern end of the APE along with the Trenton Historic District. In 2003, the North Carolina State Historic Preservation Office and OSA conducted an archaeological review for the proposed replacement of Bridge No. 13 on NC 41 over Musselshell Creek (TIP No. B -4168; ER 03- 0949). At that time, no further archaeological investigations were recommended. As currently proposed no further archaeological investigations are required for the project. BriefExplanation of why the available information provides a reliable basis lot reasonablypredicting that there are no unidentified historic properties in the APE: As noted above, the proposed changes to ditch -lines along NC 41 should occur entirely within the disturbed existing ROW. The likelihood of encountering intact NRHP - eligible archaeological resources is significantly low. Additionally, OSA reviewed a portion of the current APE in 2003 and came to the same conclusion. Date of field visit: 1 /14/14 Description of review activities, results, and conclusions: Review of HPO quad maps, HPOweb GIS mapping, historic designations roster, and indexes was conducted on 12/20/13. Based on this review, there is one National Register- Listed property, the Trenton Historic District (JN0005) and five Surveyed Sites within the Area of Potential Effects (APE). There are no SL, DE, or LL properties within the APE. Yancey County property and tax records were reviewed which revealed several more properties within or near the APE over the age of fifty years old, most of them residential and dating to the twentieth century except for those in the Trenton Historic District, which also include nineteenth century commercial, ecclesiastical, and residential buildings. The APE begins in Trenton and runs northward to the Craven County line, and consists of rural forested and cleared farm land with residences interspersed along the roadways. The project area was evaluated and properties architecturally or historically interesting including the surveyed sites were documented. The first resource consisted of the Trenton Historic District, a National Register- Listed district consisting of nineteenth and twentieth vernacular buildings exhibiting a mix of residential, commercial, civic, and ecclesiastical architecture. Trenton is the small market town and county seat of a traditional farming county. Although the project stretches through the middle of the Trenton Historic District on NC 41, because the work merely consists of resurfacing and milling, no properties in the district will be affected by the project including street features and landscaping. There will be no ditch work or widening in the historic district. Surveyed Site JN0308, The Trent River Bridge, is located on NC41 north of the historic district. It appears to be a federally - funded bridge project built in 1959 with "Texas Classic' railing and stepped concrete detail at the ends of the bridge railing. The Trent River Bridge will not be resurfaced; the only work consists of milling at each end. The architectural historian looked at a few properties over the age of fifty years old that had not been surveyed before, however, neither possessed enough historic integrity to be considered for eligibility to the NRHP. Three surveyed sites within the project APE are residential properties that belonged to the Ward family. The Robert Ward House (JN0271) was confirmed to be gone, as was the Willy Ward House (JN0270). This leaves the Robert Ward, Jr. House (JN0264), 1 -story frame cottage with new metal hipped roof and three -bay fagade. A hipped porch supported by metal posts atop brick piers shelters the fagade and wraps around to the south of the house. The Robert Ward, Jr. House property is not architecturally outstanding and is an example of a common house type in Jones County. Additionally, it will not be affected by the project activities. Another surveyed site near the project area is the Friendship Original Free Will Baptist Church (JN0251) and associated cemetery. The frame, three -bay church with Gothic Revival elements features a front - gabled roof and portico supported by four pillars. The building is topped with a hipped tower with conical wooden spire. A sizable cemetery sits to its east, containing a variety of markers laid out in orderly rows. The Friendship Original Free Will Baptist Church property sits far enough away from the project area, at least 200 feet, that it will not be affected by project construction activities. The intersection of NC 41 and Wyse Fork Road also contains properties over the age of fifty years old, including a store, a one -story frame house, and a house that formerly was a store. The work at this intersection in addition to the general project description will include reconfiguration of the islands within the intersection. None of the properties sitting at the intersection appear to contain the architectural or historical significance to be considered for eligibility to the NRHP.
