Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The project area is a pond with mowed areas on 3 sides with College Road on the fourth (southern) side. The general land use is a public school, Johnston Community College, ball fields and a few homes to the north. 3b. The walking trail will be 8ft wide and constructed with concrete. A motor grader wit be used to grade the proposed walkway area. Prior to grading silt fence will be instated between the walkway and the pond. An approved erosion control plan wit be followed. If yes, explain* The walking trail to the west of Martin Luther King Jr drive was Phase 1, when the pond area west of MLK Jr drive was deemed "Subject". I advised the engineer divide the project into 2 phases making the area east of MLK Jr drive phase 2. The funding of the project is a grant and time was running short. Construction of Phase 1 has started. C. Impacts 1 and 2 can't be moved outside the buffer because it will cross the property lines and the adjoining property owners will not allow the walking trail on their property in those locations. Impact 3 will be located on the DOT road shoulder. The DOT road is already located in Zone 1, the walking trail should not cause any harm to environment in that area. The walking will be ADA compliant and its benefit to the community will outweigh the small zone 1 impact. D. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. The design purposely avoided impacts wherever possible.The only 3 impacts could not be avoided. Impacts 1&2 could not be avoided because of property line restrictions. Impact 3 will be on the road shoulder inside the DOT right of way. The rest of the walking trail avoids wetlands, streams and buffers. There will be an approved sediment and erosion control plan that will be followed. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The area where the walking trail is mostly flat. Grading will be kept to a minimum. A silt fence will be installed between the impact area and the pond during construction. All disturbed areas not being paved will be temporarily stabilized with mulch and seeded at the end of each work day. Work will not be performed in days of rain. Any open disturbed areas will be protected with temporary sediment control at the end of each work day. The machine operators will be advised not to damage with machinery any of the remaining buffer areas that will not be impacted by the walking trail. E. Diffuse Flow Plan la.
