I have conducted a review of the materials provided in the 401 application for the above noted project and require additional information/clarification in order to proceed further.
Please submit a response to the items below within 30 days of receipt of this email. Please note that the application will be considered to be placed “on hold’ until a complete response
is received.
1. Please provide a justification for why non-impact constructions methods (directional drilling, etc) are not proposed for each location individually. Given the size of the streams
and the complications in open trench of large channels, non-impact techniques should be extensively evaluated.
2. The Division has significant concerns about the proposed dewatering technique referenced in the PCN (pump around). The Division’s experience is that complete dewatering of channels
of that size is extremely difficult. Please review the proposed plan carefully and either provide an alternative dewatering method and a detailed construction sequence, or provide
additional information with regards to the proposed pump around method in order to ensure that water quality standards will not be violated during construction activities.
