HomeMy WebLinkAbout20221296 Ver 1_More Info Requested_20221116All, I have conducted a review of the materials provided in the 401 application for the above noted project and require additional information/clarification in order to proceed further. Please submit a response to the items below within 30 days of receipt of this email. Please note that the application will be considered to be placed “on hold’ until a complete response is received. 1. Please explain why the sewer line is not proposed for replacement within the current alignment as this would only require 1 stream crossing instead of 2 crossings. 2. Please provide a justification for why non-impact constructions methods (directional drilling, etc) are not proposed for each location individually. Given the size of the streams and the complications in open trench of large channels, non-impact techniques should be extensively evaluated. 3. The application notes that the stream widths at the crossing locations are 40 feet and 50 feet wide, is this accurate? If so, the Division has significant concerns about the proposed dewatering technique shown in the plan sheets (complete dewatering and pump around). The Division’s experience is that complete dewatering of channels of that size is extremely difficult. The location of the crossing at the confluence of Blesdoe Creek and Little River is of even more concern given the possibility of backwater pressure from Little River. Please review the proposed plan carefully and either provide an alternative construction sequence, or provide additional information to assure that water quality standards will not be violated during construction activities. 4. It appears that a portion of the limits of disturbance may be within 10 feet of the top of stream bank. The Division’s standard 401 condition is: “Any utility construction corridor that is parallel to a stream or open water shall not be closer than 10 feet to the top of bank or ordinary high-water mark.” Please provide clarification of the shortest distance between the LOD and the top of bank at the within the proposed project. Please let me know if you have any questions regarding these topics.
