A supplemental planting of 3-gallon container trees occurred on February 28, 2022 to the west of fixed vegetation plot 16. Approximately 4.7 acres of Chinese privet, sweetgum, and loblolly pine were controlled in February. Bankfull events were recorded on all three stage recorders andthe flow gauge documented 115consecutiveflow days in Year 4.The Site has now had at least four bankfull events in four separate years; therefore, Hannah Bridge has met the success criteria for bankfull events documented within the seven-year monitoring period. Two ground water wells were added to provide supplementary hydrology data.Twoof the 15groundwater wells and neitherof the tworeference groundwater wells met the 12 percent hydroperiod success criteria.The exceptionally low hydroperiods are due to the drought Johnston County experienced this year, andRES expects the groundwater data to improveafter a year of normal precipitation.GW1, GW6, GW8, and GW13 remain“at-risk” due to consecutive years of hydroperiods less than five percent. A light delineation occurred in February to determine the extent of the at-risk areas. Corrective actions included adding additional wells, moving GW1, and plugging a ditch by GW6 to improve hydrology. These wells will continue to be monitored. RES agrees with the IRTs approach to refrain from releasing any more wetland credit until a normal year of precipitation occurs. As explained in the Monitoring report, RES feels confident that with the preservation credit, the successful enhancement credit and the other areas that are trending towards success that at a minimum the amount already released (5.73 WMU credits) is meeting success. However,if low hydroperiods continue RES will explore other options including modifyingthe instrument to remove the areas from wetland credit and exploring the potential of adding these areas to the Buffer Mitigation Plan with DWR approval. Bareroot species that were supplementally planted in January 2021 included: sycamore, river birch, tulip poplar, overcup oak, willow oak, and swamp chestnut oak. 3.In addition to the three wetland credit areas identified around groundwater wells GW6, 8 and13, DWR also considers GW1 “at risk”. Have any adaptive management or additional data collection (e.g. soil samples, supplemental wells) options been considered for the eight wetland credit areas around the wells not yet meeting the project performance standard? Yes. Actions are as follows: 1.Supplemental wells 8b and 10b were added early in 2022, and we plan to add another supplemental well to Wetland 1 this winter to provide more information. 2.A delineation occurred around GW6, 8, and 13 to show at risk credit areas within wetland 14. We would like an additional year of data for GW 13 due to its recent installment and the drought that occurred this year. 3.We are considering data points within Wetland 1 and Wetland 10 to better define areas that are passing according to the data shown by GW10b. Todd Tugwell, USACE: 4.I have significant concern regarding wetland hydrology on the site. Problems appear to be scattered across the site and not localized, which makes it difficult to identify a problem area. No credit should be released until there is substantial improvement in data. We agree that no WMU credits should be released at this time butdo feel like there is sufficient evidence to support the success of previously released wetland credits. Justification and management strategies are further detailed in the report. 5.It appears that some of the gauges that were listed as meeting performance may have dropped below 12-inches from the soil surface. In particular, gauges 3, 7 and 12 appear to dip close to or below 12 inches, but it is difficult to determine what period on the graph was considered for success. On all future monitoring reports please be sure to call out the longest period of continuous days where the water table is continuously within 12 inches of the soil surface on the hydrology graphs. This is helpful because it is not possible to verify the length of time that the water table is continuously within 12 inches of the soil surface on the graphs due to the compressed appearance of the days on the x-axis of the graph. Thank you for the note. We have added this,and it will continue to be a feature on hydrographs. 6.Vegetation plot data showed that annual means for black willow dropped from 89 stems in years 1 and 2 to 19 stems in year 3. Additionally, 31 winged elms were present in Year 2, but none were present in Year 3. Lastly, no plots had any loblolly pine, which is good but surprising. In future monitoring reports, it would be helpful to get explanations for data anomalies. Looks like we forgot to include volunteers last year, but they are included in this year’s monitoring. They correlate to what was reported in 2020 considering mortality rates from competition. We will include explanations for data anomalies in future reports. 2 RES is requesting a 5% stream credit release(223.300SMUs) for the submission of the Year 4 Monitoring Report, and an additional 10% stream credit release (446.500 SMUs) for the completion of the bankfull event performance standard. RES is not requesting the release of any wetland creditsat this time.
