WQ0003299 Renewal Application Attachment K The Town currently has one industry connected to their collection system which represents approximately 14% of the hydraulic flow. That industry is West Frasier which is a lumber mill. They debark logs, saw lumber, and kiln dry the sawn lumber. The kiln drying process produces a condensate that is sent to the Town's collection for treatment via pump station and force main. West Frasier maintains a pH adjustment prior to pumping to the Town. Domestic wastes at West Frasier are handled through an on -site septic system. The town has been handling West Frasier's industrial waste for several years through a pump and haul arrangement. Recently, a pump station and force main were constructed to reduce risks of spill and in order to be more economical. They contribute approximately 20,000 gpd. A sample of their waste was analyzed by Environment one when it was being transported by tanker. A copy of the laboratory result is included. The West Frasier would like to expand by 50°%. They anticipate their flow would increase to approximately 30,000 gpd. A waste product from West Frasier not received at the WWTP is bark. That bark is being handled by Carolina Bark. They age, cure, and sell bark to nurseries. Carolina Bark uses large earth moving equipment to turn and aerate huge mounds of the bark. The biological processes cause the bark to become hot and can result in fires. The bark is irrigated with rainwater and well water to reduce the potential for fire. Water is collected at the lower end of the property in a pond. Carolina Bark would like the ability to discharge their pond water to the Town's WWTP. They are nor currently contributors to the Town's wastewater. It is not clear what the quantity of the flow would be, They have the potential to equalize the flow and would be expected to adjust the pH. The constituents of their wastewater were analyzed along with West Frasier's. Results of the Environment 1 laboratory work follow below. P.O. Response: Flows are clearly trending lower and are currently within the permit limits. Based on available data from calendar year 2021, Seaboard's WWTP exceeds its existing average monthly permit limit of 134, 000 gpd. The 2021 calendar year average was 139,697 gpd. The Town exceeds the 80% Rule and the 90% Rule, The 80% Rule requires the Town to provide an Engineering Report which evaluates how the Town intends to address its wastewater needs. The 90% Rule requires the Town to develop plans and specifications for constructing the solution identified in the Engineering Report, The Town is applying for funding to develop the Engineering Report. Ideally, the funding will be adequate to address design, permitting and construction. The October 2021 flow reading is questionable. If it is eliminated from the average the average would be 98,794 GPD or 74% of the permitted capacity. That being said, The Town has seen a significant reduction inflows. The average flow for calendar year 2022 has been 73, 000 GPD or 84, 000 GPD, ifyou exclude the unusually low flow recorded in January 2022. At 84, 000 GPD the WWTP is operating at 62.7% of capacity, These more recent flows would indicate that the existingfacility has adequate capacity, and no further study is required. The 2021 calendar year average was 139,697 gpd. The Town exceeds the 80% Rule and the 90% Rule. The 80% Rule requires the Town to provide an Engineering Report which evaluates how the Town intends to address its wastewater needs. The 90% Rule requires the Town to develop plans and specifications for constructing the solution identified in the Engineering Report. The Town is applying for funding to develop the Engineering Report. Ideally, the funding will be adequate to address design, permitting and construction. The October 2021 flow reading is questionable. If it is eliminated from the average the average would be 98,794 GPD or 74% of the permitted capacity. That being said, The Town has seen a significant reduction in flows. The average flow for calendar year 2022 has been 73,000 GPD or 84,000 GPD, if you exclude the unusually low flow recorded in January 2022. At 84,000 GPD the WWTP is operating at 62.7% of capacity. These more recent flows would indicate that the existing facility has adequate capacity, and no further study is required. The Town still intends to pursue funding to develop the Engineering Report and address any necessary construction and / or Infiltration / Inflow reduction. WQ0003299 Renewal Application Attachment K The Town currently has one industry connected to their collection system which represents approximately 14% of the hydraulic flow. That industry is West Frasier which is a lumber mill. They debark logs, saw lumber, and kiln dry the sawn lumber. The kiln drying process produces a condensate that is sent to the Town's collection for treatment via pump station and force main. West Frasier maintains a pH adjustment prior to pumping to the Town. Domestic wastes at West Frasier are handled through an on -site septic system. The Town has been handling West Frasier's industrial waste for several years through a pump and haul arrangement. Recently, a pump station and force main were constructed to reduce risks of spill and in order to be more economical. They contribute approximately 20,000 gpd. A sample of their waste was analyzed by Environment One when it was being transported by tanker. A copy of the laboratory result is included. The West Frasier would like to expand by 50%. They anticipate their flow would increase to approximately 30,000 gpd. A waste product from West Frasier not received at the W WTP is bark. That bark is being handled by Carolina Bark. They age, cure, and sell bark to nurseries. Carolina Bark uses large earth moving equipment to turn and aerate huge mounds of the bark. The biological processes cause the bark to become hot and can result in fires. The bark is irrigated with rainwater and well water to reduce the potential for fire. Water is collected at the lower end of the property in a pond. Carolina Bark would like the ability to discharge their pond water to the Town's W WTP. They are not currently contributors to the Town's wastewater. It is not clear what the quantity of the flow would be. They have the potential to equalize the flow and would be expected to adjust the pH. The constituents of their wastewater was analyzed along with West Frasier's.
