Thank you David,
2:1 compensatory mitigation would be sufficient for the proposed work, once I have the updated mitigation plan I will
start working on the authorization. Thank you.

Kyle,
Good afternoon and I hope all is well. Dana is out in the field right now and I wanted to respond to your e -mail prior to
the Holiday.
After speaking with the client today, they did not realize that preservation would limit their ability to possibly add more
zip lines in the future. With that in mind the would propose to provide 2:1 compensatory mitigation rather than a
preservation component at this time. If a 2:1 compensatory mitigation payment is acceptable, I will have Dana update
that and provide it to you ASAP.
I do appreciate your timely response to our requests and apologize for the multiple mitigation questions.
Thank you again and have a very Happy New Year's Eve celebration!

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
During the design phase, buggy crossings were situated across wetlands at their narrowest points and perpendicular, wherever possible.
In addition, rip rap aprons were removed unless absolutely necessary (i.e. downstream of culvert at Impact Area 3 — Stream Crossing)
and slopes were reduced where possible. In areas where the zip line and /or a bridge is proposed, the structures were designed to be
constructed and installed without using heavy machinery, which would consist of cutting trees and using forestry mats, thus reducing the
footprint of disturbance within the resource. Implementing the previously listed minimization techniques enabled the the Applicant to
reduce impacts to wetland from 0.38 acre to 0.10 acre and stream impact from 50' to 31'.
2b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The work, to be performed in wetlands and /or the stream, will take place during dry weather. Sediment and erosion control measures
will be installed prior to work beginning, to ensure that erosion does not result in impacts outside the authorized limits of disturbance.
2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State
The Applicant is proposing a 2:1 mitigation to impact ratio. Payment to the Stone Farm Regional Wetland Mitigation Bank be made for
0.20 acre of riparian wetland restoration credit, prior to impacting wetlands.
2a. Does the project require Compensatory Mitigation for
®Yes ❑No
impacts to Waters of the U.S. or Waters of the State?
2b. If yes, mitigation is required by (check all that apply):
❑DWR ®Corps
®Mitigation bank
2c. If yes, which mitigation option will be used for this

project?
❑Permittee Responsible Mitigation
