Inspection Summary:
Inspection was in response to an application for coverage under an NCG16. The information on the application is accurate. A
concrete plant is also in operation onsite and is covered under permit number NCG140382. Water used to spray down the
concrete plant equipment and used to wash out trucks is meant to flow towards a treatment basin area in the northeastern
corner of the site. The water recieves a pH treatment in this holding area. A truck was observed being washed outside of the
designated washout areas and water was observed flowing across the parking lot and into a rip rap ditch near the facility
access road. The water that is colleted in the conrete washwater treatment basin is also piped to this same rap rap lined
ditch. The ditch directs water towards a basin in the southeast corner of the site. This basin does not recieve any treatment.
Water used to spray down materials stockpiles to control fines also flows across the parking lot and makes its way to a rip
rap lined channel that conveys the water to the basin in the southeast corner of the site. The water in the concrete
pretreatment area appeared to be a bright green color. The pH of the water was 5.85. The pH of the water is continuously
monitored and reports are sent electronically to Tracy Davis one a week. Tracy
Davis performs weekly site visits and documents maintenance activities. Water flows from the ashpalt plant into the pond in
the southeast corner of the site and does not recieve treatment other than some measures to remove sediment. There
appeared to be evidence of some old tar spills around the asphalt plant silos. The tar did not travel far and is hardened in
place. There is not much water used to spray down equipment at the asphalt plant because materials must be very dry.
Stormwater samples are taken from the outfall of the pond in the southeastern corner of the site. Coverage under the NCG16
is recomended. Site contacts should ensure washwater is not bypassing pH treatments.
