Jerry, This response is based on our telephone conversation today and the two emails you sent me. I am comfortable with a "No Effect" conclusion for small whorled pogonia even with the survey being out of date. I am also comfortable with a "No Effect" conclusion for Schweinitz's sunflower now that a new survey was conducted with no observations of the species. Jerry, I stopped at U-6018 yesterday on the way back from another survey and conducted the Schweinitz's sunflower survey in those areas with the most optimal habitat (photos attached). None was observed. I also had visited a reference site earlier in the day yesterday to confirm the species was still flowering (it is). This work was totally out of scope and I don't intend to seek any supplement unless you all come back and ask for more permit assistance. Otherwise, I just wanted to take care of this item for you since USACE specifically asked for it to be done before the end of October. I will be in the general area anyway one day for another project and will do it pro bono just to get it done by the end of October.
