Yes No Permit Type: USACE (not specified) Project Description: NCDOT’s Division 7 is proposing to improve the area at the interchange of NC 62 and I-85 as well as realign the intersections of NC 62 with SR 1154 (Kersey Valley Road) and SR 1162 (Weant Road) in Guilford County. Currently, NC 62, SR 1154, and SR 1162 are 2-lane facilities with a shoulder section. As proposed, NC 62 will consist of a 4-lane divided facility with a 17.5- or 23-foot median and 10-foot berms. Both SR 1154 and SR 1162 will consist of two 12-foot lanes with 6- to 8-foot shoulders (2- to 4-foot paved). Project length measures about 0.90 mile. Since Preliminary Design Plans have not been developed yet, a Study Area has been generated in order to facilitate the environmental review process at this stage of the project. Overall, the Study Area will encompass about 256 acres, inclusive of all existing roadways and any development. Since the initial submittal and survey of this project, the Study Area has expanded to include an additional 11.09 acres, also inclusive of any existing roadways and development. This form serves as an addendum to all previous PA forms generated for this project and only covers the expanded areas. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The resubmittal of this project was accepted on Tuesday, July 31, 2018. A map review and site file search at the Office of State Archaeology (OSA) was deemed not necessary since a review of the initial Study Area has already occurred. At that time, no large-scale archaeological surveys had been conducted in the area; however, a survey was initially recommended and conducted for the project, resulting in the documentation of two (2) archaeological sites within the original Study Area. Digital copies of HPO’s maps (High Point East Quadrangle) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were reviewed once more on Wednesday, August 1, 2018. There are still no known historic architectural resources located within or adjacent to the Study Area for which intact archaeological deposits would be anticipated within the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the Study Area. In addition, temporary and/or permanent construction easements will be necessary. Additional ROW will also be required. The size and shape of the Study Area have been expanded, thus capturing additional areas that may be impacted beyond the NCDOT’s existing 60-foot ROW along all associated roadways and beyond what has already been surveyed. At this time, we are still in compliance with NC GS 121-12a since there are no eligible (i.e. National Register-listed) archaeological resources located within the project’s Study Area that would require our attention. Based on the description of the project and the size of the Study Area, activities will take place beyond what is currently maintained by the NCDOT. From an environmental perspective, the expanded areas of the Study Area can be classified as a mixture of wooded and residential parcels, consisting of three (3) soil types: Appling sandy loam, 2-6% slopes (ApB), Enon fine sandy loam, 2-6% slopes (EnB), and Enon fine sandy loam, 6-10% slopes (EnC). Areas of expansion can be categorized as extensions of intact pockets of undeveloped land and buffers adjacent to streams/rivers that were previously surveyed; however, no archaeological materials were recovered from the adjacent areas. As before, the Office of State Archaeology (OSA) has reviewed several projects within the vicinity of the Study Area for environmental compliance, including utility improvements (ERs 02-9176 and 05- 1698), transportation improvements (ERs 03-2899 and 07-2470), a borrow pit (ER 09-1266), and a mixed-use development project (ER 06-2051). Based on each project’s low probability of impacting significant archaeological sites, OSA did not recommend an archaeological survey for any of those projects. Within five (5) miles of the Study Area, NCDOT’s Archaeology Group has reviewed at least nine (9) other transportation-related projects for environmental compliance under a Programmatic Agreement (PA) with OSA and the State Historic Preservation Office (NC-HPO), most of which consisted of small bridge replacement projects or various signal system upgrades throughout High Point and did not require an archaeological survey based on the limited nature and scope of each project. As a result of the original survey for this project, two archaeological sites were recorded in the Study Area. A small, abandoned structure encountered in the western portion of the Study Area and its associated artifacts were recorded as Site 31GF573**. In addition, a prehistoric isolate, recorded as Site 31GF574, was recovered on the north side of NC 62 across from Bluewood Court. Both sites were recommended as not eligible for the NRHP. Neither site is located in proximity to the newly expanded areas. An archaeological survey has already been conducted for this project. Areas of expansion fall adjacent to areas previously surveyed where no archaeological materials were recovered. Given the results of the previous survey, there is a low probability for significant prehistoric and/or historic archaeological materials to be present. Therefore, it is believed that the expanded areas of the Study Area, as depicted, are unlikely to contain intact and significant archaeological resources. No archaeological survey is required for these areas. At this time, no further archaeological work is recommended. If archaeological materials are uncovered during project activities, then such resources will be dealt with according to the procedures set forth for “unanticipated discoveries,” to include notification of NCDOT’s Archaeology Group.
