PROJECT DESCRIPTION The project site is located at 7205 Wrightsville Ave. and 201 Summer Rest Rd. at the old "Babies Hospital" and UNCW-CMS locations, adjacent to Motts Creek, and the Atlantic Intracoastal Waterway (AIWW), Greenville Sound, Wilmington, in New Hanover County. To locate the property from Military Cut -Off Road (NC Highwayl7), turn onto Eastwood Road towards Wrightsville Beach. Travel east approximately 1 mi. and the property of interest would be located on the left, just before the drawbridge to Wrightsville Beach. The property runs adjacent to Summer Rest Road and averages 8-10 feet above mean sea level. The two tracts constitute approximately 4.3 acres with approximately 472' of shoreline frontage on Motts Creek (Pond). Motts Pond was an excavated area within Motts Creek, which continues to be tidally influenced by the Summer Rest Road bridge over Molts Creek. There are existing commercial and institutional buildings on the western end of the property, which are the only building structures that remain after the demolition of the old "Babies Hospital". There also exists the foundation of the demolished structure and associated asphalt and gravel parking. Of the 44,905 sq. ft. within the estuarine shoreline AEC, 11.6% (5,209 sq. ft.) exists as impervious surface. Fifty percent (98,267 sq. ft.) of the entire tract exists as impervious surface. Upland vegetation consists of woody species, which include Oak and Pine. Other present upland vegetation consists of lawn grasses, which transitions into the high marsh of mixed coastal wetland and "404 type" vegetation including Marsh Elder (Iva frutescens), Groundsel-bush (Baccharis halimifolia), Sea Ox-eye (Borrichia frutescens), Cattails (Typha sp.) and Salt Meadow Grass (Spartina patens). Low marsh consists primarily of Smooth Cordgrass (Spartina alterniora), which covers an area approximately 40 feet in width to Motts Creek. CAMA Major Permit #87-07 was issued to Chris Bailey on July 23, 2007 for development of a docking facility consisting of access pier, platform, and kayak launches on Motts Pond at this site. Construction of this facility is not yet complete. CAMA Major Permit #87-07 is set to expire on December 31, 2010; however, it is subject to NC Session Law 2009-406 as amended by Session Law 2010-177, the Permit Extension Act, and its expiration date is extended accordingly. The USACE has verified the §404 wetland boundary. On October 22, 2010, Robb Mairs re -verified Jim Gregson's 2006 normal high water (NHW) and coastal wetland lines. The property is zoned Office & Institutional and the Conservation Overlay District (COD) was determined to not be applicable by the City's Board of Adjustment. A modification to the State Stormwater Plan has been applied for through the City of Wilmington. The New Hanover County and City of Wilmington Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Resource Protection. The waters of Motts Creek and Greenville Sound in this area are classified SB# by the Division of Water Quality. They are NOT designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT The applicant is proposing to demolish all existing structures on -site, including but not limited to all twenty-two (22) buildings, driveways, parking areas, sidewalks and amenities. According to the application package, heavy equipment such as backhoes and dump trucks would be used for the demolition and disposal of material. A small portion of the asphalt pavement to be demolished exists within the 75' Estuarine Shoreline AEC. As proposed, no demolition would be performed within the 30' Coastal Shoreline Buffer, or any "404" or Coastal Wetlands. The applicant proposes to construct three new multi -use buildings (heights of 45 ft.), parking, driveways, and walkways for atotal of 106,266 sq. ft. of impervious surface. The application states that 10,293 sq. ft. of impervious surface will be inside the 75 ft. Estuarine Shoreline AEC. An elevated, slatted access walkway will be constructed within the AEC as well as a 40' x 55' uncovered deck. Approximately 145 sq. ft. of the uncovered deck will extend into the 30 ft. Coastal Shoreline buffer. Other than the previously permitted access to the pier/kayak launch, this portion of the deck is the only construction proposed inside the buffer. No construction will occur within §404 or coastal wetlands. Although the Bailey and Associates, Inc. — The Sidbury Page Three stormwater plan has not yet been approved, the site plan shows three infiltration ponds and one stormwater outfall from a parking area into a vegetated swale with most of the swale being located within the 30 ft. buffer. 10. ANTICIPATED IMPACTS: Demolition and re -development of the site would result in the disturbance of approximately 2.4 acres of high ground. The southeast corner (approximately 145 sq. ft.) of the proposed 40' x 55' uncovered deck would extend into the 30 ft. estuarine shoreline buffer. There are no anticipated impacts to §404 or coastal wetlands. A modification to the existing CAMA Major permit is necessary, as part of the development is proposed within the 75' Estuarine Shoreline AEC and 30' Coastal Shoreline Buffer. Historically, the site served as home to the Babies Hospital and UNCW's research facility. The old Babies Hospital was demolished some time ago. However, the foundation of an old building, several commercial buildings, asphalt and gravel still remain, which makes up approximately 98,267 square feet of impervibus surface area within the project boundaries and 11.6% within the 75' Coastal Shoreline AEC: As part of the development, the existing structures and asphalt will be demolished and a mixed use development that will consist of 15,750 square feet of commercial retail space, 13,200 square .feet of office space, and 103 residential units will be constructed. In total, approximately 106,266 square feet of impervious surface area (ISA) is proposed with the development, with 22.9% ISA within the 75' Estuarine Shoreline AEC. Overall, 54.2% of the project area is proposed to be ISA. Associated infrastructure, such as stomwater management devices, sewer and water lines, etc., will be installed within the property boundaries. Approximately 145 square feet of slatted boardwalk is proposed within the 30' Coastal Shoreline Buffer. The slatted structure will not exceed 6' in width in areas where it encroaches into the 30' buffer. The USACE has verified the 404 wetland boundary. On 22 October 2010, Robb Mairs re -verified Jim Gregson's 2006, normal high water and coastal wetlands lines. Impacts to 404 or coastal wetlands are not anticipated with this project. Vegetation on tract Historically, the site was part of the Old Babies' Hospital. Therefore, most of the tract is void of vegetation. However, along the bank of Mott Creek, both 404 and coastal wetland vegetation, such as Myrica cerifera and Spartina alterniflora for example, exists. In addition, some large oaks are still located within the property boundaries. It is not anticipated that wetland vegetation or oak trees will be disturbed as a result of the proposed development. f. The Applicant intends to construct an elevated, slatted boardwalk and deck along the northeast side of the property. PROJECT DESCRIPTION: Tile project site is located at 7225 Wrightsville Ave. at the old "Babies Hospital" location, adjacent to Motts Creek, and the Atlantic Intracoastal Waterway (AIWW), Greenville Sound, Wilmington, in New Hanover County. To locate the property from Military Cut -Off Road (NC Highwayl7), turn onto Eastwood Road towards Wrightsville Beach. Travel east approximately 1 mi. and the property of interest would be located on the left, just before the drawbridge to Wrightsville Beach. The property runs adjacent to Summer Rest Road and averages 8-10 feet above mean sea level. The lot is approximately 2.3 acres with approximately 472' of shoreline frontage on Motts Pond. Motts Pond was an excavated area within Motts Creek, which continues to be tidally influenced by the Summer Rest Road bridge over Motts Creek. There is an existing commercial building on the western end of the property, which was the only building structure that remains after the demolition of the old "Babies Hospital". There is also exists the foundation of the demolished structure and associated asphalt and gravel parking. Upland vegetation consists of woody species, which include Oak and Pine. Other present upland vegetation consists of lawn grasses, which transitions into the high marsh of mixed coastal wetland and "404 type" vegetation including Marsh Elder (Iva frutescens), Grounsel-bush (Baccharus halimifolia), Sea Ox-eye (Borrichia frutescens), Cattails (Typha sp.) and Salt Meadow Grass (Spartina patens). Low marsh consists primarily of Smooth Cordgrass (Spartina alterniflora), which covers an area approximately 40 feet in width to Motts Creek. The New Hanover and the City of Wilmington County Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Resource Protection. The waters of the Motts Creek and Middle Sound are classified SA by the Division of Water Quality. They are NOT designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes the construction of a private pier, gazebo and finger piers for kayak access into Motts Pond, adjacent to the Atlantic Intercoastal Waterway for a potential residential development on the property. The pier would extend from the existing highground area approximately 65' into Motts Creek and would place the structure approximately 20' waterward of the outer edge of coastal wetlands. The pier would then terminate into a "T-head" platform (40' x 30% which 40' in length by 20' would be roof covered. The entire "T-head" would he o\ er Ohull water. Two fixed finger piers, 20' in length by 6' in width, would be constructed. one on the ViIS rfl ikk' 111 platform and one on the western end of the platform. The structure would provide docking space for four (4) vessels, however the application states the structure would only accommodate kayaks and other self propelled vessels. 10. ANTICIPATED IMPACTS: The proposed pier system construction would incorporate 1,440 sq. ft. of Estuarine Waters and Pubic Trust Area and would shade approximately 240 sq. ft. of coastal wetlands, vegetated primarily with Smou1h Uorduras� (Spartina alterniflora). Minor increases in turbidity should be expected during construction. The review of the plans and specifications has determined that the development activities proposed at this time will not pose a threat to surface water quality from stormwater runoff. The Director of the Division of Water Quality has determined that projects that are reviewed and approved by the Division of Water Quality as not posing a water quality threat from stormwater runoff should not be subject to the stormwater management permitting requirements of 15A NCAC 2H.1000. By copy of this letter, we are informing you that your project will not require a stormwater management permit. If the subject project disturbs one acre or more and has a point source discharge of stormwater runoff, then it is also subject to the National Pollutant Discharge Elimination System (NPDES) stormwater discharge requirements. You are required to have an NPDES permit for stormwater discharge from projects meeting these criteria. The stormwater rules require the Division of Water Quality to permit the common plan of development, therefore, any future development on the property, regardless of whether a CAMA Major permit is also required, may require a Stormwater Management Permit application and permit issuance from the Division of Water Quality prior to any construction. (MACTEC) is pleased to submit this report documenting our soil investigation at the subject site. The purpose of this soil investigation was to characterize soils and to estimate the depth of the seasonal high water table and actual water table below ground surface. This information will be used in a storm water infiltration design for a new project on the property. Eight soil borings were advanced to the water table and soils were visually characterized by a soil scientist in the field. The field data was documented on the attached soil boring logs. The approximate locations of the eight soil borings are shown on the attached Figure 1. MACTEC also took depth to groundwater readings in several monitoring wells located on the property. Soils on the southeastern portion of the property (formerly known as the Babies Hospital) were predominantly fine sands. These sands extended to the water table which was encountered from depths of 6.5 to 8.0 feet below ground surface. Soils on the western portion of the property, known as the Center for Marine Science, were also predominantly fine sand to the water table. A clayey soil was found at 42-inches in boring B8, and a silty loam with shells was found at 30-inches in boring B5. The water table was found at 3.0 to 6.0 feet below ground surface in this area.
