The Village of Bald Head Island is requesting a modification to their terminal groin permit. The proposed modification
consists of the construction of a temporary, elevated trestle over approximately 2,800 square feet of navigable waters.
The purpose of this trestle is to allow for the delivery of rock to the island from the mainland. Please see the
attachments for the project narrative and project drawings. Please provide comments on the proposal by January 9,

The Village of Bald Head Island has bid this project and Award will go to Orion
Construction, Inc. of Tampa, Florida. That firm will utilize both the allowable sand pads and a
temporary trestle to build the subject project to its full 1,300 ft. length.
They have also requested the ability to construct a relatively short (100 ft., mol)
temporary trestle to allow for the safe and reliable offloading of rock from barges brought to the
island from the mainland. A schematic depicting the approximate location of the barge trestle is
attached. As shown it is approximately 300 ft. outside the limits of the federal navigation
channel fairway. It will terminate in about -15 ft. of water, mol.
At this time, I am requesting that the Agencies determine that the subject temporary
structure can be constructed under the above referenced permit(s). Once acceptable, we will
coordinate with the USCG to determine if any special lighting is required.
