DWR is amenable to the proposed alternative, provided the temporary coffer dams are removed following construction.
We don't need to modify the 401 unless the Corps requires a permit modification.

The applicant is proposing an alternative method to conduct the dredging work in the dry while meeting the turbidity
requirements (see attached). This plan proposed a temporary coffer dam and pump -around system that would pump
the clean water from upstream over the dam to the receiving waters downstream (see details on attached Figure 2.2,
2.3, and 3.2).

As a refresher, the permitted plan included diversion ditches within the lake bed that would direct turbid water along
the edges of the dredging area to the inlet that goes to the water treatment plant.
There is no change to the authorized dredging impact area or wetland impact area. The project would still be conducted
in the same phases, as permitted.
The applicant wants to have both options be viable to the contractor. A combination, one method on each stream, may
be implemented based on weather conditions, resources, etc. once it is closer to the start date.
Please let me know if we need to submit permit modification for the addition of the temporary coffer dam footprints.
We feel that the addition of these minor temporary impact areas for the coffer dams fits within the scope of the
permitted actions and could save the water treatment plant from having to treat as much turbid water.
Feel free to let me know if there are any questions or concerns about having both of these options be available to the
contractor.

Reference is made to the pre -construction notification submitted by ClearWater Environmental Consultants for the
utilization of NWP 3 for the North Fork Reservoir City of Hendersonville maintenance dredging project in Mills River,
Henderson County, North Carolina. Attached is the Corps' general permit verification for the project. As part of the
Corps efforts for paperless communications, no hard copy will be mailed.
