8. PROJECT SUMMARY The applicant proposes to upgrade the existing boat access
area by stabilizing the eroding shoreline with riprap, constructing a public fishing
platform and gazebo, two access piers /boardwalks, and a small parking area.
Proiect Settinq
The project site is a NC Wildlife Resources Commission Boating Access Area (BAA) that is
located ±1 8 miles off of Caratoke Highway (US -158) on Waterlily Road (SR #1142), within
Coinjock, Currituck County and is adjacent to the Atlantic Intracoastal Waterway.
The BAA is ±3.05 acres in size and has an elevation of ±3' above Normal Water level (NWL)
The highground area is vegetated with upland grasses and loblolly pines (Plnus taeds). Within
the northeast area of the site adjacent to Waterlily Road is a large area that appears to be
USACE jurisdictional 404 - wetlands. Man -made features within the highground area include a
gravel access drive and parking area. Based on available information, there appears to be no
archaeological sites on this property
The shoreline of the BAA is ±1,325' and fronts the Atlantic Intracoastal Waterway (ICW) to the
west and a canal to the north The northern shoreline along the canal has been partially
stabilized with ±260' of riprap and is the location of two concrete boat ramps, two 38'x10'
bulkheaded docks, a 38'x6' fixed dock, and a 75'x6' fixed dock that runs parallel to the
shoreline A derelict boathouse is located ±135' to the east of the boat ramp. The shoreline
adjacent to the ICW has not been stabilized and has an erosion escarpment that ranges from
V to 3' above NWL A coastal wetland fringe is found along this shoreline that consists of giant
cordgrass (Spartina cynosuroides) and a few tufts of black needlerush (Juncus roemerianus)
Additional vegetation growing includes loblolly pines, groundsel bushes (Baccharis halimifolia),
red maples (Acer rubrum) and salt meadow hay (Spartrna patens) This shoreline is subject to
large boat wake from ICW traffic and appears to be rapidly eroding
The lands adjacent to the BAA are undeveloped and remain in a natural state. Salt marsh and
404 - wetlands dominate much of the area
The waters of the ICW are classified as SC and are closed to shellfish taking Water depths
adjacent to the shoreline are ±1' below NWL and remain shallow for ±30' out into the ICW at
which point water depths begin to drop to ±15' below NWL within the channel The waterbody
width is ±390'. The bottom substrate within the project area is made up of fine sands and is
void of Submerged Aquatic Vegetation (SAV).
Prior permit history on the site includes:
- CAMA Mayor Permit #117 -81 issued to the NC Wildlife Resources Commission for
dredging within the canal area at the boat ramp
- CAMA Mayor Permit #14 -93 issued to the NC Wildlife Resources Commission for the
development of the existing BAA

Development Proposal
The applicant proposes to stabilize the eroding shoreline adjacent to the ICW through the
placement of Class B riprap. The proposed riprap will tie into the existing riprap at the mouth of
the canal and follow the shoreline south for 600'. The riprap toe will average 4' waterward of
NWL with a maximum distance of 5'. Total riprap width will be 8' and will be placed to avoid
damaging coastal wetland areas. The applicant indicated the erosion rate is 0 5 ft/yr based on
the comparison of 1993 aerial photographs to 2014 aerial photographs
A 250'x10' public fishing platform is proposed to run parallel with the shoreline along the ICW.
At the south end of the platform a 16'x16' octagonal gazebo will be constructed. Docking will
not be permitted and the platform will have handrails on all sides. The platform will average
±23' waterward of NWL and is located landward of both the ICW setback and right -of -way and
meets the 1/a width rule Access will be provided by two 5' wide pier sections that will be located
near the north and south ends of the platform.
Within the highground area, two raised wooden walkways will be constructed from the parking
areas to the access piers A ±100'x5' walkway will connect the north access to the parking area
and a ±58'x5' walkway will connect the south access The applicant proposes to remove 2,300
ft2 of existing impervious gravel area within the BAA parking area and then create seven
additional parking spaces consisting of two concrete and five gravel spaces. A 62'x5' concrete
walkway will be placed adjacent to the parking spaces. A ±200' long split -rail fence will be
installed adjacent to the existing parking area.
Anticipated Impacts
® The proposed riprap will result in ±2,400 ft2 of shallow bottom fill within the Public Trust
Area and Estuarine Waters AEC's.
® The proposed riprap will result in ±2,400 ft2 of fill along the shoreline of the Estuarine
Shoreline AEC
® The proposed fishing platform, access piers and gazebo will shade ±2,914 ft2 of Public
Trust Area and Estuarine Waters AEC's.
o Cumulative shading will be ±3,520 ft2 of Public Trust Area AEC
® The proposed southern access pier will result in the shading of ±45 ft2 of Coastal Wetlands
® Total land disturbance associated with the proposed development is ±5,600 ft2.
® The proposed development within the Estuarine Shoreline AEC will result in a decrease of
impervious surfaces to 12 94 %.
® The proposed development will result in the net decrease of ±1,531 ft2 of impervious
surfaces on the tract resulting in a decrease from 25 9% to 24.8% impervious coverage

Project Summary:
The Coinjock Boating Access Area — Boardwalk project is located dust off of Waterlily
Road in Coinjock, Currituck County, NC. The property has been used as a boating
access area since the 1950's and provides free public access to the ICW Existing on site
are two concrete ramps, docks and a gravel parking lot.
This project involves the construction of a fishing pier /boardwalk, gazebo, small parking
area and rip rap shoreline stabilization. The project property is adjacent to SC waters and
will result in a net decrease in impervious surface.
Impervious Surface:
The total property owned by the Wildlife Resources Commission is 132,989 sf (3 05
acres) This does not include portions of the Coinjock BAA that are within NCDOT right
of way The pre - development impervious surface on the property is 34,469 sf (25 9 %)
The post - development impervious surface on the property is 32,938 sf (24 8 %) This
project results in a net decrease of impervious surface of 1,531 sf.
Shoreline Stabilization:
The ICW runs adjacent to this property, which results in extensive wave action along the
shoreline. Years of this have resulted in shoreline erosion and the loss of high ground.
This project proposes to stabilize the shoreline with the installation of approximately 600'
of Class B rip rap
Stormwater Conditions:
The existing site has no stormwater controls. And runoff is either infiltrated into the
natural sandy soils, or sheet flows into the ICW. This project results in a net decrease in
impervious surface, therefore slightly reducing the runoff from the site
Boardwalk/Pier:
The proposed project includes the construction of a 250' x 10' boardwalk/fishing pier
along the shoreline, parallel to the ICW Also proposed is a 16' diameter gazebo. The
gazebo and pier will be supported by piles, which will be driven in the water. Two
boardwalks are being proposed to provide accessibility to the parking lot.
Wetlands:
Ron Renaldi, from DCM, performed a wetland delineation on December 3, 2014.
Existing on site now are three small pockets of wetlands, which total 11 sf, and a larger
area of wetlands, which is 605 sf There are a total 616 sf of coastal wetlands existing on
site. These existing wetlands will be protected during this project. No rip rap will be
placed in these wetlands and no wetland disturbance will be allowed.
