Summary of Bacteriological Data ......................................... .............................28 Appendix 1: Recommendation for Changes in Growing Areas ............... .............................30 Areas G -1 and G -2 are located in the central region of coastal North Carolina, and include portions of the Pamlico River, Goose Creek, Pungo River, and numerous smaller creeks. The surrounding population is sparse, and there has not been much growth since the last sanitary survey report. Area G -1 has little significance as a shellfishing area, producing few oysters and Rangia clams, while area G -2 has fair oyster production. There are no major sources of pollution in this area, although there are large tracts of both agriculture and silviculture as well as a growing aquaculture industry. Results from shoreline and bacteriological surreys have indicated little change in water quality, with only a few exceptions. Due to declining water quality, a recommendation has been made to the Division of Marine Fisheries to close the waters surrounding station 17 in the G -1 area, at the junction of Ross and Bailey Creeks. At the same time, station 7A (G -2) in Satterwaite Creek has improved, and is now within the acceptable range for approved status. Therefore, a recommendation has been made to the Division of Marine Fisheries to reopen this station to shellfishing. 1. SANITARY SURVEY 1.1 INTRODUCTION Areas G -1 and G -2 consist of that portion of the Pamlico River bounded on the west by a line from Cousin Point in the north to Hickory and Fulford Points in the south. In the east, these areas are bounded by a line from Roos Point in the north to Little Porpoise Point in the south. These areas include all waters and tributaries of Goose Creek north of the Hobucken Bridge, all waters and tributaries of North Creek, and the waters of the Lower Pungo River up to a line from Grassy Point to Lupton Point. Also included are Oyster Creek, James Creek, Middle Prong, Mouse Harbor, Abel Bay, Box Creek, Bell Creek, Crooked Creek, Wright Creek, and Satterwaite Creek. Overall, these areas include about 46,000 acres of water. Figures 1 and 2 display the boundaries for the G -1 and G -2 areas, including classification lines and sampling station locations. Tables 1 and 2 provide descriptions of each of those sampling stations. Area G -1 has little significance as a shellfish growing area. The only clams found in the area are of the Rangia variety, which area not commercially harvested as a food source. Some oyster production has been noted in Goose Creek and North Creek, but there is little if any commercial value. In Area G -2, oyster production is considered fair, but is generally restricted to the southern portion of the area. As with G -1, the only clams found in this area are Rangia clams. 1.2 SHORELINE SURVEY OF SOURCES OF POLLUTION A comprehensive shoreline survey of the northern portion of these areas was completed on June 17, 2003, while the southern portion was surveyed on July 31, 2003. An annual update of the entire area was completed on September 23, 2004. Prior to each survey, notification was given to the Pamlico, Beaufort, and Hyde County Health Departments. Overall, six violations were discovered during these surveys, including four failing septic systems and two potential straight pipes. One of those septic failures had been repaired upon a follow up visit. Both areas are sparsely populated, with most of the population concentrated around the towns of Pamlico Beach, Lowland, and Hobucken. As of the 2000 census, the total population of these areas was less than 1000, a number that has probably not changed greatly to the present due to the lack of growth in the area. There are currently a total of 11 subdivisions in Area G -1, including five that have been developed since the last sanitary survey report was completed. All houses in this area utilize onsite septic systems for waste disposal, and many are only used seasonally or as vacation homes. Strawhorn Point, located near Whitehurst Point, currently has six marked lots. However, locals have indicated that development in this area has slowed due to the inability to obtain septic permits. Carolina Shores is a 100 -lot subdivision being developed near North Creek. Although the subdivision itself is not located in the growing area, the logging, ditching, and subsequent increase in population could impact the waters of G -1. Phase 1 of Smuggler's Cove, located between Ross Creek and North Creek, includes 56 lots, although only four houses have currently been constructed. The area has been completely cleared, and roads have been constructed. The newest subdivision, Bailey Point, is located on Bailey Creek. This subdivision includes 96 cleared lots, and the roads have recently been completed. All other pre- existing subdivisions have seen limited growth since the last sanitary survey report. See Table 3 for a complete list of subdivisions. Area G -2 is largely undeveloped, and most of the population is concentrated in the town of Lowland, with the majority of homes located directly off Lowland Road. One new subdivision called Crosswinds has been constructed directly on Satterwaite Creek and the Pungo River. This subdivision includes 19 lots, although no homes have been constructed at this point. Agriculture and silviculture are two of the most predominate industries in these areas. Area G -1 is dominated by farmland, especially near North Creek, where there are several large expanses of fields used for row crops. Both G -1 and G -2 are heavily wooded, and logging has been noted recently along State Road 1141, Tetterton Road, Oyster Creek Road, Fulford Point Road, and Upper Spring Creek Road. Commercial fishing also makes up a large portion of the industry in this area. Area G -1 contains five marinas /seafood facilities, while area G -2 contains six (See Table 4). There have been a few changes noted at these facilities since the last sanitary survey report. - Although the docks and ramp are still present, Drew's Seafood has closed, and the buildings are now being used for storage. - The crab plant at C & S Seafood is no longer in operation. - Lowland Seafood now has three large wooden fishing boats scuttled in a creek adjacent to their driveway. - A portion of shoreline near the Merrit Watson Crab House is now being used as a makeshift junkyard. Discarded materials include F) metal and wooden boats, school buses, campers, building materials, and pylons. Drainage from this junkyard flows into a prohibited section of Eastham Creek, and may contribute to the continued degradation of water quality in this area. The shorelines along these facilities are generally bulkheaded, and storage of fishing gear and crab pots is common along the edges of the creeks. Aquaculture of the hybrid striped bass is a growing industry here. Beaufort County is home to the highest number of facilities in all of Eastern North Carolina. Aquaculture ponds are typically five feet deep, and usually range in size from 1.5 to 4 acres. Multiple ponds are concentrated at each site. During the various phases of production, each pond may be drained as many as three times over the course of 14 -16 months, and these discharges are typically released into the surrounding ditches. According to the Southern Regional Aquaculture Center (SRAC), these discharges may contain elevated levels of nitrogen, ammonia, phosphorus, and suspended solids, and may lead to an increase in the biochemical oxygen demand in surrounding waters. The NC Division of Water Quality does not permit or regulate the quality of these discharges, and according to SRAC, "there is little information [available] about the quality and volume of effluents released from commercial culture ponds." There are a total of three aquaculture facilities found in these areas, including Castle Hayne Fisheries, Indian Island Fish Farms, and Island Fisheries. Castle Hayne Fisheries is the largest of these facilities, and drains into the Lower Spring Creek and Muddy Creek watersheds. Drainage from Indian Island Fish Farms also flows into Lower Spring Creek. The drainage of ponds operated by Island Fisheries affects Dixon Creek, and may also impact Oyster Creek. Other potential sources of pollution in these areas include a manned solid waste transfer station on State Road 1730, and abundant wildlife throughout the wooded portions of this region. There are numerous waterfowl impoundments, including several in the Goose Creek Game Land. These impoundments may influence the growing areas seasonally. There are no known poisonous or deleterious substances that could affect these growing areas. 1.3 HYDROGRAPHIC FACTORS RESPONSIBLE FOR THE SPREAD OF POLLUTION There are no major pollution sources in Areas G -1 and G -2. Currents and tides in this portion of the Pamlico River are primarily influenced by prevailing winds, so pollution dispersion is mainly determined by wind direction. Salinities are generally low here, and ranged from 0 to 22 parts per thousand during the time frame of this report. Rainfall and stormwater runoff have not been shown to influence bacteria levels within shellfishing waters classified as approved in these growing areas. However, since the last report, there has been one temporary closure totaling 16 days, due to the impact of Hurricane Isabel. Before Hurricane Isabel made landfall on September 18th, 2003, there was a statewide preemptive closure to all shellfishing waters in the state. This closure was lifted for both G -1 and G -2 on October 3, 2003, when water sampling indicated satisfactory levels of bacteria. 1.4 BACTERIOLOGICAL SURVEY OF SHELLFISH GROWING WATERS The bacteriological monitoring of areas G -1 and G -2 adhere to the systematic random sampling strategy outlined by the National Shellfish Sanitation Program, and consist of 30 sample sets from each of 32 water sampling stations located throughout the growing areas. The bacteriological survey covered within this report includes samples from May 1999 to November 2004. During this time, a total of 960 water samples were collected and analyzed for fecal coliform bacteria in compliance with the systematic random sampling regime. Table 5 lists the following information for each sampling station: Date of sample, tide cycle at the time of sampling, ambient salinity, and fecal coliform MPN values for each sample. Additionally, summary statistics are listed for the most recent 30 sample sets of each station in the survey. Individual fecal coliform MPN values exceeding 14 are highlighted in bold type. 1.5 SUMMARY OF BACTERIOLOGICAL DATA ANALYSIS Although a few stations are located in closed areas due to the presence of marinas, only one station currently exceeds the maximum range for approved status. Station 17 (G -1), located in an open area at the junction of Ross and Bailey Creeks, now exceeds the acceptable range for approved status. Currently, this station exhibits an estimated 90th percentile of 73 and a geomean of 8.72. A recommendation has been made to the Division of Marine Fisheries to close this portion of the creek. Additionally, a new sampling station will be added downstream of station 17 to assure the proper scope of this closure. Stations 1A and 8 (G -2) and station 16 (G -1) are all located within the required closed areas surrounding marinas. Stations 1A and 8 have improved since the last sanitary survey report, while station 16 has exhibited some decline. However, all three stations are currently within the acceptable range for approved status. Because of the location of the marinas near to these sampling stations, no changes are recommended at this time. Station 7A (G -2), located in Satterwaite Creek, has improved to within the acceptable range for approved status. Currently, the estimated 90th percentile 9 value stands at 24, and the geomean is 5.46. A new sampling station will be added upstream of this station in order to determine how far acceptable water quality extends. Once this has been determined, a recommendation will be made to the Division of Marine Fisheries to move the existing closure upstream from its present location, to a new location determined by the new sampling station. 1.6 OVERALL EVALUATION AND RECOMMENDATIONS The overall water quality in the G -1 and G -2 growing areas has generally remained constant during the past 4 years. Station 17 (G -1) is the only open station that now exceeds the maximum standards for approved status, and a recommendation has been made to the Division of Marine Fisheries to close the surrounding area. Additionally, a new sampling station will be added midway between stations 16 and 17 to assure the proper scope of this closure. Station 17 is located at the junction of Ross and Bailey Creeks, and has experienced some very high individual bacterial counts over the past year. The land surrounding both of these creeks has experienced a large pulse of development over the past 2 or 3 years, including clear cutting, the addition of numerous roads, and the construction of houses. Runoff from these new subdivisions could be responsible for this sudden decline in water quality, a possibility that will be investigated with greater detail in the coming years. Station 7A (G -2) in Satterwaite Creek was closed due to poor bacteriological sampling results in the past. Since that closure was made, however, water quality has improved, and is now within the acceptable range for approved status. A new monitoring station will be added upstream of 7A to determine how far this improved water quality extends. Once that has been determined, a recommendation will be made to the Division of Marine Fisheries to shift the closure line upstream from its current location to a new location determined by the additional sampling. Finally, the increasing amount of aquaculture in the area is worthy of increased monitoring. It is possible that the high concentration of fish in the ponds could lead to an increase in birds and mammals in the area, as they feed on the fish or live on the water. Contact will be made with the owners of the local aquaculture facilities to learn more about these facilities, their practices, and the potential for impact on the surrounding shellfish waters. If it is found that discharges from these ponds do have the potential to impact open shellfishing waters, than an effort will be made to coordinate with the facility owners to enact temporary closures during periods of discharge.
