NORTH CAROLINA DIVISION OF ENVIRONMENTAL HEALTH
Analysis of the bacteriological data for Areas G -1 and G -2 indicates very good water quality
throughout most of the areas; however, there has been a slight deterioration at Stations #7A and
#8, located in Area G -2. See Exhibit XIII. The shoreline survey does not indicate any major
sources of pollution located near either of these sampling stations and there has been little if any
new development since the last survey. The area will be closely monitored for any further
deterioration in water quality. No changes are recommended at this time.
I. INTRODUCTION
Areas G -1 and G -2 consist of that portion of
the Pamlico River bounded on the west by a
line from Cousin Point on the north shore
and from Hickory Point to Fulford Point on
the south shore, and on the east by a line
from Roos Point on the north shore, to Little
Porpoise Point on the south shore. Included
in this area are all the waters and tributaries
of Goose Creek north of the Hobucken
Bridge, all waters and tributaries of North
Creek, and the waters of the Lower Pungo
River to a line from Grassy Point to Lupton
Point. Also included in this area are Oyster
Creek, James Creek, Middle Prong, Mouse
Harbor, Abel Bay, Box Creek, Bell Creek,
Crooked Creek, Wright Creek and
Satterthwaite Creek. See Exhibit I. There
are approximately 46,000 acres of waters in
the G -1 and G -2 areas.
Area G -1 has little significance as a shellfish
growing area. The only clams found in the
area are of the Rangia variety which are not
commercially harvested as a food source.
Some oyster production is noted in Goose
Creek and North Creek but there is little if
any commercial value. See Exhibit II. In
Area G -2, oyster production is considered
fair in the southern portion of the area, and
the only clams found in the area are also the
Rangia variety. See Exhibit III.
H. SHORELINE SURVEY OF
SOURCES OF POLLUTION
AREA G -1
A comprehensive shoreline survey of the
southern portion of Area G -1 was completed
on September 15, 2000. The survey of the
northern portion of the area was completed
in March 2001. In addition, an annual
update of the area was completed in August
1999. This rural area is sparsely populated,
and the permanent population estimate is
860. There are roughly 50 seasonal residents
in the Reeds Point area off of Indian Island
Road. The area is very low lying and
experienced significant flooding during
Hurricane Dennis in 1999.
There are no major pollution sources in the
area. Agriculture, silvaculture and
commercial fishing are the major industries.
There are several large expanses of fields
used for row crops in the North Creek area.
An upland aquaculture facility was inspected
during this survey that was not visited as part
of the previous triennial report. Castle
Hayne Fisheries is a large aquaculture
operation with a portion of its ponds located
in the Goose Creek drainage area. The
facility operates 26 -three acre ponds, 1 -two
acre pond and 8 -one acre ponds.
There has been extensive clear cutting
adjacent to Pamlico Beach in the northern
portion of Area G -1. This will likely cause
increased runoff to the sound. There has
also been a significant amount of logging
along Ross Creek and to a lesser extent
along North Creek. In the southern portion
of Area G -1, logging was noted off of
Tetterton Road which might temporarily
impact runoff into Campbells Creek
The Town of Aurora and the City of
Washington discharge treated effluents into
Tahln 1 • Area CT -1 Rnhdivisinns
South Creek and the Pamlico River
respectively, but the distance upstream from
the waters of Area G -1 make them
insignificant to the overall water quality in
this portion of the Pamlico River.
The package wastewater treatment plant at
the US Coast Guard Station in Hobucken
has been replaced with a subsurface low
pressure pipe system which was found to be
operating properly at the time of the survey.
Also located at the site is a containment
system used to store lubricants. Above
ground fuel tanks located along the shoreline
of the Intracoastal Waterway have been
removed since the previous survey. New
tanks were installed away from the shoreline
during 1999, significantly reducing any
possibility of contamination to adjacent
waters.
There are six subdivisions in the G -1 area.
Wind Song III subdivision is a new
Weyerhaeuser development under
construction just west of the Wind Song II
subdivision on Highway 33. See Table 1 for
area subdivision information.

There was one sewage violation noted on the been exposed at a house that was destroyed
eastern end of Pamlico Beach during this by a recent storm. The violation was
survey. Drain lines and some sewage had corrected and construction of the new house

has begun. A camper trailer has been
connected to the system in the interim.
The northern and southern sections of the
G -1 area have naturally low lying features
and poor soils, and as a result, septic systems
may not function well during the wet winter
months when soils are saturated. This is not,
however, considered to be a major pollution
source in the area due to the mostly seasonal

use of these waterfront homes.
There are several seafood operations in the
northern portion of Area G -1, and most are
small, well maintained operations. See Table
2. It should be noted that the operation
listed as Buddy's Seafood and Marina in
previous reports has been renamed as
Pamlico Grocery and Marina.

Wildlife and waterfowl are abundant in this
remote section of the Pamlico River.
Agriculture is also widespread throughout
the area.
AREA G -2
A comprehensive shoreline survey of Area
G -2 was completed in September 2000. In
addition, an annual update was completed in
December 1999. Violations that were found
during the previous comprehensive survey in
September 1998 appeared to be corrected.
Area G -2 consists of a large body of water
with approximately 25 square miles of water
area and a much larger watershed. Included
in the area are portions of Pamlico, Beaufort
and Hyde Counties. Located at the mouth of
the Pamlico River, the area is affected by

waters upstream in the Pamlico and Pungo
Rivers. The close proximity of the Pamlico
Sound affords the area dilution from the
relatively pollution free Pamlico Sound
waters. Little development has occurred
since the last sanitary survey report in 1998.
The eastern portion of the area, around Hyde
County, is almost entirely forested with some
scattered farm land. There is only one
residence which is located too far from the
water to be of concern. There has been a
small amount of logging since the last
triennial survey, but there has been no
development in the area in the last few years.
The hog farm mentioned in the previous
surveys remains closed and is currently used
as storage for used appliances.
In the western portion of the survey area, in
Beaufort County, all residences and
businesses are located adjacent to closed
shellfishing waters and little if any
development has occurred around the
Satterwaite and Wright Creek areas since the
last survey. The area is rural and sparsely
populated with approximately 100 residents.
Commercial fishing is the main industry, and
approximately 40 trawlers dock in the area
during peak fishing seasons. Many of the
houses surveyed had commercial trawlers at
their docks as did the two seafood
operations currently in business, Buddy's and
Hopkins, which are located on Wright
Creek. There was a total of 19 trawlers
docked within the creeks at the time of this
survey.
Flooding and wind from Hurricanes Dennis
and Floyd damaged several houses in the
Snake Island area leaving them
uninhabitable. During these storms and other
severe rain events, yards and some houses
are often flooded for long periods of time.
Pamlico Beach Solid Waste Convenience

station on State Road 1730. The center
receives only limited types of solid wastes.
The southern portion of Area G -2, in
Pamlico County, is a very slow growth area
with the largest populations in the towns of
Hobucken and Lowland. The estimated
population for this portion of the G -2 area is
approximately 125. A violation noted in the
1999 annual update has been corrected.
There are six commercial seafood business
located in Lowland. See Table 3. There are
several commercial fishing vessels docked at
these facilities at any given time. Fish scraps
attract birds which are the most likely
pollution source from these facilities. The
septic systems for these businesses were
inspected and found to be operating
properly. There is also a large aquaculture
business, Island Fisheries, which is located in
Lowland. The operation of this business
could affect drainage to Dixon Creek
because it routinely draws down ponds
during harvest periods, discharging the water
into the creek.

Aside from the storage of fuel and lubricants
at the US Coast Guard Station in Hobucken,
poisonous or deleterious substances are not a
concern in the G -1 and G -2 areas. There are
no industrial activities that would have an
adverse impact on water quality in the area.
Deer, bear, raccoon, nutria, waterfowl and
other animals inhabit the marshes and forests
of the G -1 and G -2 areas, and their
populations may be significant in regards to
water quality. For the locations of pollution
sources in the both areas, see Exhibits IV
and V.
II1. HYDROGRAPHIC FACTORS
RESPONSIBLE FOR TIIE
SPREAD OF POLLUTION
Currents and tides in the G -1 and G -2
portion of the Pamlico River are primarily
influenced by prevailing winds, therefore;
pollutant dispersing is affected by wind
direction. Salinities are generally low in the
brackish or fresh waters of the area and
ranged from zero to 26 parts per thousand
during the time frame of this report. See
Exhibits VII and VIII.
Rainfall normally has little effect on water
quality in the area. Excessive rains cause
temporary closures, but these events are
considered emergency closures which occur
during extremely heavy rainfall, hurricanes or
other severe storm events. Since the last
sanitary survey report in September 1998,
the approved waters of Areas G -1 and G -2
were temporarily closed three times for a
total of 72 days. All of these closures were a
result of hurricanes which battered the North
Carolina coast in the fall of 1998 and 1999.
The areas were closed for 20 days due to
Hurricane Bonnie in August 1998, 10 days
due to Hurricane Dennis in August 1999,
and 42 days as a result of Hurricanes Floyd
and Irene in September and October 1999.
IV. BACTERIOLOGICAL SURVEY
OF SHELLFISH GROWING
WATERS
The bacteriological survey covered during
the time frame of this report began in August
1994 and concluded in January 2001. Areas
G -1 and G -2 adhere to the systematic
random sampling strategy outlined by the
National Shellfish Sanitation Program
(NSSP) and consists of 30 sampling sets
from 32 sampling stations located
throughout the areas. See Exhibits IX and
X. During the time period from August
1994 through December 2000, a total of 960
water samples were collected and analyzed
for fecal coliform bacteria. See Exhibits XI
and XII.
Of the 32 stations located throughout the
areas, there was one station which exceeded
NSSP criteria for approved shellfishing
waters. Station #7A, located in
Satterthwaite Creek exceeded NSSP criteria
with an estimated 90`y' percentile of 50. This
station is currently located in closed
shellfishing waters. There has also been a
slight deterioration in water quality at
Station #8 in Wright Creek; however, the
station still meets approved area standards.
V. SUMMARY OF
BACTERIOLOGICAL DATA
