The shoreline survey indicates that there are no major pollution sources located in any of the waters which are approved for shellfishing. Station #7, located in Satterthwaite Creek, continues to exhibit excellent bacteriological results. Recommendation has been made to the Division of Marine Fisheries to reopen a portion of Satterthwaite Creek and establish a closure line at Station #7A. Wright Creek will remain closed upstream from the mouth of the creek. This will reopen approximately 150 acres. See Exhibit XIII for proclamation and closed area map. Classification of the remainder of the area is adequate. No other changes are recommended at this time. I. INTRODUCTION Areas G -1 and G -2 consist of that portion of the Pamlico River bounded on the west by a line from Cousin Point on the north shore and from Hickory Point to Fulford Point on the south shore, and on the east by a line from Roos Point on the north shore, to Little Porpoise Point on the south shore, Included in this area are all the waters and tributaries of Goose Creek north of the Hobucken Bridge, all waters and tributaries of North Creek, and the waters of the Lower Pungo River to a line from Grassy Point to Lupton Point, Also included in this area are Oyster Creek, James Creek, Middle Prong, Mouse Harbor, Abel Bay, Box Creek, Bell Creek, Crooked Creek, Wright Creek and Satterthwaite Creek, See Exhibit I. There are approximately 46,000 acres of waters in the G -1 and G -2 areas, Area G -1 has little significance as a shellfish growing area. The only clams found in the area are of the Rangia variety and are not commercially harvested as a food source, Some oyster production is noted in Goose Creek and North Creek but there is little if any commercial value. See Exhibit II, In Area G -2, oyster production is considered fair in the southern portion of the area, and the only clams found in the area are also the Rangia variety, See Exhibit III, II. SHORELINE SURVEY OF SOURCES OF POLLUTION AREA G -1 A shoreline survey of Area G -1 was completed September 1, 1998, This rural area is sparsely populated, and the permanent population estimate is approximately 850, There are roughly another 200 seasonal residents in the Wade Point area, These population estimates are reflective of an adjustment in the average number of people per household (pph) from 3,5 pph down to 2,5 pph, The adjustment was made in response to the availability of recent demographic data from the North Carolina Office of State Planning, Comparisons with previous survey reports with regards to population should be made carefully and with consideration of the adjustment. It appears that moderate growth has occurred in the area since the last sanitary survey, There are no major pollution sources in G -1, Agriculture, silviculture and commercial fishing are the major industries of the area, The town of Aurora and the city of Washington discharge treated effluents into South Creek and the Pamlico River respectively, but the distance upstream from the waters of Area G -1 make them insignificant to the overall water quality in this portion of the Pamlico River. One wastewater treatment package plant WP) is located at the US Coast Guard Station near Hobucken, The plant was inspected and appeared to be operating properly, Effluent is pumped to a low pressure pipe (Ipp) system at the Station, The US Coast Guard Station has a containment system surrounding the above ground fuel tanks, and another building with a containment system is used to store new and used lubricants, Station personnel are in the planning process of removing fuel storage tanks from their present location near the shoreline to an area near the main building. The plans also include upgrading the tanks. Paul's Seafood General community dock There are five seafood operations and two commercial marinas in Area G -1 that may contribute to pollution in the nearby waters due to dockage of commercial and pleasure boats. See Table 2. These areas may also be a source of fecal contamination from sea gulls that are attracted to discarded fish remains. At one location, ducks were also noted. All of the operations were were relatively small and were generally clean and neat at the time of the survey. Since the last report, Lowland Seafood has contained the above ground fuel tanks at their operation; however, the fuel tank at Paul's Seafood did not have a spill containment system in place. The Carolina Crabbing operation has closed since the last survey report, Table 2. C & S Seafood General 3 0 Seafood operation Dockage Lowland Seafood General 11 3 Seafood operation; fuel Dockage now contained Septic systems along the tributaries may not function very well during the wet winter months when the soils are saturated; however, they are not considered a major pollution source due to the sparse population. Wildlife and waterfowl are abundant in this remote section of the Pamlico River. Agriculture is also significant in the area, especially near North Creek, For locations of this and other pollution sources in Area G -1, see Exhibit IV. AREA G -2 A comprehensive shoreline survey of Area G -2 was completed on December 19, 1997. In addition, annual updates were conducted in April and December 1996 and September 1998. During the comprehensive survey, there were 45 visits, 42 inspections, 15 conferences and four violations noted during the comprehensive survey. The Beaufort County Health Department was notified of the violations. Area G -2 consists of a large body of water with approximately 25 square miles of water area and a much larger watershed. Included in the area are portions of Pamlico, Beaufort and Hyde Counties, Located at the mouth of the Pamlico River, the area is affected by waters upstream in the Pamlico and Pungo Rivers, The close proximity of the Pamlico Sound affords the area dilution from the relatively pollution free Pamlico Sound waters. The area is sparsely populated with approximately 105 residents. Little development has occurred since the last sanitary survey report in 1994. 4 There are no major pollution sources in Area G -2. The Hyde County portion of the survey area is almost entirely forest land with a small amount of farm land. There is only one residence, and it is located too far from the water to be of concern. The hog farm mentioned in previous surveys remains closed and is currently used as storage for used appliances. The Beaufort County portion of the area consists of Satterthwaite and Wright Creeks, which are tributaries of the Pungo River. The region is a sparsely populated, rural area with commercial fishing being the main industry. As many as forty commercial trawlers may be moored in Wright Creek during peak times. Many of the houses surveyed also had commercial trawlers docked at the residence. Two seafood operations, Buddys Seafood and Hopkins Seafood, also had trawlers moored at their businesses on Wright Creek. The Pamlico County section of G -2 is located in Lowlands. There are three seafood businesses; Caroon Brothers, Zool Ireland Seafood and Lyle Ireland Seafood. There are few fishing vessels docked at the facilities at any time. Fish scraps which attract birds is probably the most likely pollution source in the area. There has been some logging in the past years, but there has been no further development of any kind. On State Road (SR) 1141 in Hyde County, a large tract of land was clear cut in 1995. Two smaller areas were clear cut on SR 1776 and SR 1730 in Beaufort County. A solid waste transfer station, Pamlico Beach Solid Waste Convenience Center, has opened on S R I 730. The site received limited types of solid wastes. Significant wildlife populations are found in the survey area. Deer, racoons, nutria, waterfowl and other animals inhabit the G -2 marshes and forests. For locations of pollution sources in the area, see Exhibit V. III, HYDROGRAPHIC FACTORS RESPONSIBLE FOR THE SPREAD OF POLLUTION Currents and tides in the G -1 and G -2 portion of the Pamlico River are primarily influenced by prevailing winds, therefore; pollutant dispersing is affected by wind direction. Salinities are generally low in the brackish or fresh waters of the area and ranged from zero to 26 parts per thousand (ppt) during the time frame of this report. See Exhibit VI. Rainfall normally has little effect on water quality in the area. Excessive rains cause temporary closures, but these events are considered emergency closures which occur during extremely heavy rainfall, hurricanes or other severe storm events. Since the last sanitary survey report, the approved waters of Areas G -1 and G -2 were temporarily closed once from July 11 through July 18, 1996 due to Hurricane Bertha, IV, BACTERIOLOGICAL SURVEY OF SHELLFISH GROWING WATERS The bacteriological survey covered during the time frame of this report began in March 1991 and concluded in July 1998, Areas G -1 and G -2 adhere to the systematic random sampling strategy outlined by the National Shellfish Sanitation Program (NSSP) and consists of 30 sampling sets from 32 sampling stations located throughout the area. See Exhibits VIII and IX. During the time period from March 1991 through July 1998, a total of 960 water samples were collected and analyzed for fecal coliform bacteria. See Exhibits X and XI. Of the 32 stations located throughout the area, there were no stations which exceeded NSSP criteria for approved shellfishing waters. IV. SUMMARY OF BACTERIOLOGICAL DATA ANALYSIS Analysis of the bacteriological data for Areas G -1 and G -2 indicates continued excellent water quality throughout the areas, See Exhibit XII. The shoreline survey indicates that there are no major pollution sources located in any of the waters which are approved for shellfishing.
