I might have inadvertently sent two copies of the same pdf. The pdf has two sheets to it. Thanks for the other comments. Regarding your offsite drainage comment, this is something new to us. We have always had the interpretation that we can design the pond for existing offsite impervious, not proposed impervious. If the offsite were to add more impervious, then they would have to meet the requirements at that time. To get an agreement from an adjacent property owner is very difficult at best. In this instance, we feel that the adjacent property is at its full build out potential since it is a residential home / zoning. Would this response be adequate to you in the future? Everything looks good except for a few small issues: 1 Please provide the following: - 1x electronic copy of the pre- & post-development drainage area plans (Hard copies of these plan sheets were provided, but the electronic copies do not appear to have been uploaded to our repository. While not required to be addressed to receive ATC Approval (a technical review/evaluation is not part of the ATC approval process), the following items were noted during review and may be brought up during Final Approval (other items may also be brought up at that time): - Off-site drainage – Per 15A NCAC 02H .1003(3)(b), any off-site areas that are not bypassed around the SCM need to be accounted for at their full build-out potential. This can either be accomplished by having the property owners enter into a legal agreement limiting the amount of BUA that can be built in this off-site area or by assuming that this off-site area is 100% BUA (its full build-out potential). - 2:1 side slopes – Per General MDC 3, vegetated SCM side slopes cannot be steeper than 3:1 (except on a case- by-case basis provided that it is demonstrated that the soils and vegetation will remain stable). Plan sheet D-9 indicates side slopes of 2:1 for the SCM (south side of the pond). - Vegetated shelf width – Per Wet Pond MDC 6, the minimum width of the vegetated shelf is 6 ft. Plan sheet D-9 indicates portions of the vegetated shelf that appear to be less than 6 ft wide (east side of the pond). - Vegetated shelf plant density – Per Wet Pond MDC 11b, the minimum plant density for the vegetated shelf is 50 plants per 200 sf of shelf area (or 0.25 plants per sf of shelf area). Plan sheet D-9 indicates that the shelf area is 3,450 sf and that 850 plants are proposed \[850 plants / 3,450 sf of shelf area = 0.246 plants/sf < 0.25 plants/sf\]. Plant density is prorated based on the entire shelf area, not just based on the number of 200 sf sections of shelf area. - Pond details: o Forebay – Please ensure that the pond forebay is included on the plans and that the entrance to the forebay is at a lower elevation than the exit to the forebay (see Figure 5 in Part C-3 of the Design Manual). NOTE: The main pool sizing criteria for the wet pond do not include the forebay surface area/volume. o Cross-sectional view elevations – Some of the elevations shown in the cross-sectional views do not appear to be correct. For example, the permanent pool surface elevation appears to be shown at 841.0’ while the plan view pond grading appears to be about 30’ lower. o Outlet drain/structure – Please ensure that the pond outlet drain and/or outlet structure are shown on the plans. You may also wish to add additional riprap downstream of the emergency spillway if this is the only means of bypassing flows in excess of the 1.0” design storm.
