I have included a brief response to your request below. Your letter asks for the following information: 1) This office believes that the road labeled as Impact 2 on the plans can be removed or reconfigured to avoid the impacts to wetlands. Please revise the plans to avoid the impacts. Response: The narrow linear wetland is located approximately 250' into the site from its access point at Airport Boulevard. This wetland traverses the site in an east-west direction, with about 75% of the land area being on the opposite side of the wetland from its only access point. Artic% Vll, Section s.8 ofthe Town ofMonisville Subdivision Ordinance states that cul-de-sacs shall not be more than four hundred fifty feet in length. If the section of roadway crossing Impact Area 2 were to be deleted, and replaced with a cul-de-sac outside the wetland, then the remaining roadways and lots throughout the other 75% of the site would be located more than 45o feet from the only means of access. That configuration would therefore not be allowed under the Town's Subdivision Ordinance. The intent of the design as shown is to minimize the impacts to the extent practical by crossing only along the narrow linear sections, while trying to avoid the broader pocket of wetlands located between the two narrow sections. Given the relatively small amount of wetland impact and the need to provide access throughout the site consistent with local ordinance, we feel that the design as submitted represents minimization of impacts to the extent practical.
