I don't recall that we even reviewed the site in the field due to the age of the site or discussed the Ell ratio. I also know we wouldn't normally agree to 40th acre rotating plots. I think this one is a DBB and the plan may call for some things that EEP is trying to incorporate into the monitoring process. I need to call Wildlands about this I think. This plan by Wildlands seems well written but there were some things I was unfamiliar with and I thought maybe there was some guidance or document I might have missed out there. They are proposing a 1:1 credit ratio for Ell work and would like to justify that ratio by showing sustained improvement in 1 or greater biological indices (macroinverts /fish) and 2 physico - chemical parameters. I was planning to show Larry Eaton our stream macroinvert biologist (you probably know him through Eric) this plan. DWR has more than one sampling procedure and I wanted to get some feedback from him on their sampling design. I also had some questions on how biological and as well as water quality success was defined in this plan. Larry was curious who would do the ID work. However, if 1:1 credit for Ell work will not be acceptable for the ACOE, this sampling may be unnecessary. Also, this plan called measuring veg using random, "40th acre rotating plots ", I am not familiar with this, was this method from a guidance document? It seems like large plots could be difficult to use and could potentially miss sections of the site. I have jury duty the week of the 23rd when this is due and will need to turn in my comments next week.
