Reverification of this project is requested as the previously issued Nationwide Permits and associated General
Water Quality Certification will expire and construction is not anticipated to be complete by the expiration.
Construction has not yet started.
The previously issued 404 and 401 Permits (Permit Package) and Application Package are attached. Since the
original application package, the permit drawings have been updated to include additional allowable buffer
impacts due to utility relocations. This results in an additional 821 sq ft of allowable impacts within Zone 1 and
an additional 97 sq ft of allowable impacts within Zone 2. No other changes have been made since the
previously issued permits. The revised Permit Drawings are attached.
Section 7
The list of federally -listed species and/or designated critical habitat for this project has changed since the
application package was originally submitted. Since the application package was originally submitted, Atlantic
pigtoe has been listed as threatened for this project location. A habitat evaluation was conducted as part of the
original application for federally -listed aquatic species and species that were petitioned to be listed at the time.
Following the revised Programmatic Biological/Conference Opinion -Bridge and Bulcert
Replacements/Repairs/Rehabilitations in Eastern North Carolina, NCDOT Divisions 1-8 (September 11, 2019)
with addendum to Revised Programmatic Biological/Conference Opinion -Bridge and Culvert
Replacements/Repairs/Rehabilitations in Eastern North Carolina, NCDOT Divisions 1-8 (June 1, 2021) a
biological conclusions on MA-NLAA was rendered for the species. Additionally, an updated plant by plant
survey for Michaux's sumac and smooth coneflower was conducted on June 2, 2022 and no species were
observed. Therefore, the biological conclusion of No Effect remains valid for these species.
Archaeology and Historic Properties
There have been no changes to Archaeology and Historic Properties since the previously issued permits.
Tribal Coordination
The original permit pre -dated current tribal coordination protocols. Please find attached tribal coordination for
this project.
NCDOT is hereby requesting reverification under Nationwide Permit 14 and associated General Water Quality
Certification and Jordan Buffer Authorization.
