Reverification of this project is requested as the previously issued Nationwide Permits and associated General
Water Quality Certification will expire and construction is not anticipated to be complete by the expiration.
Construction has not yet started.
The previously issued 404 and 401 Permits (Permit Package) and Application Package are attached. There
have been no changes to design or impacts since the previously issued permits and the plans submitted with
the original application package remain accurate and valid.
Section 7
The list of federally -listed species and/or designated critical habitat for this project has changed since the
application package was originally submitted. Since the application package was originally submitted, Carolina
madtom has been listed as endangered and the Neuse River waterdog and Atlantic pigtoe have been listed as
threatened for this project location. A habitat evaluation was conducted as part of the original application for
federally -listed aquatic species and species that were petitioned to be listed at the time. The original biological
conclusions remain valid for these species. Additionally, an updated plant by plant survey for Michaux's sumac
was conducted on October 4, 2022 and no species were observed. Therefore, the biological conclusion of No
Effect remains valid for this species.
Archaeology and Historic Properties
There have been no changes to Archaeology and Historic Properties since the previously issued permits.
Tribal Coordination
The original permit pre -dated current tribal coordination protocols. Please find attached tribal coordination for
this project.
NCDOT is hereby requesting reverification under Nationwide Permit 3 and associated General Water Quality
Certification 4132 and Neuse River Buffer Authorization.
