Enclosed are five copies of a completed application submittal package requesting a Water Quality
Certification (No. 3890) which corresponds to US Army Corps of Engineers (USAGE) Nationwide Permit
42. This application package consists of the following documentation: a completed PCN form, two maps,
construction drawings and site photos. Please also find the enclosed journal transfer documentation
indicating that payment of the $240 application fee has been transferred from the account of the Division of
Parks and Recreation (DPR) to the Division of Water Quality.
The primary purpose of this project is to renovate two stream crossings located on the equestrian trail on the
north side of Raven Rock State Park. The renovation includes installing one 36" culvert at the first crossing
location. This site will also be subject to the removal of approximately 125' of sediment cleanout
downstream. The second stream crossing site will be relocated downstream from the existing site and will
feature two 42" culverts. The current second stream crossing site will be abandoned and rehabbed.
DPR is concurrently submitting a permit application to the US Army Corps of Engineers under NWP 42. The
request is being made to Liz Hair who is the representative for Harnett County.

3 Project Description
3a Describe the existing conditions on the site and the general land use, in the vicinity of the project at the time of this
application
The project area is located in the Northwest corner of Raven Rock State Park This section of the park is bordered to the
north by River Rd as well,as cleared agricultural land The Cape Fear River is located approximately 1 mile south of the
site The existing equestrian trail runs through this section of the park which consists of mixed hardwoods and loblolly
pines The majority of the property is undeveloped, and used for recreational purposes

The purpose of this project is to improve and reroute sections of the existing equestrian trail which have become rutted,
muddy and eroded A small section of this project will also include the removal of eroded sediment from approximately
125' of streambed

DPR is proposing to improve two stream crossings located on the Equestrian Trails}at Raven Rock State Park The two
crossings are part of an overall trail improvement on sections that have become muddy and worn out byrequestnan traffic
The first stream crossing is currently too steep to safely support equestrian traffic as well as keep sediment out of the
stream For this crossing DPR is proposing to install a 36" HDPE corregated pipe This crossing, will, also require the
removal of sediment deposits that have washed approximately 125' downstream This work will also be completed by the
trail construction contractor,
The second stream crossing is located slightly further down the tail and will require moving the existing crossing
downstream approximately 100' The current crossing is not ideal for a-horse crossing structure and will be abandoned
and rehabbed The new crossing will feature two 42" HDPE corregated pipe culverts for crossing The crossing will be
sited at the best bank to bank location The culverts at both crossings will be buried at 20% of the culvert in order to allow
water and organisms to pass through without obstruction

SUBJECT: RARO Equestrian Trail Stream Crossing Improvements, Permit Application
Fee for Division of Water Resources
Raven Rock State Park is in need of a DWR Water Quality Certification (WQC) for stream
crossing impacts due to improved equestrian trail crossings. DPR is proposing two culvert stream
crossings located on the equestrian trail at Raven Rock State Park. The crossings are part of a
trail reroute due to unsafe and environmentally unsustainable conditions. The crossings will
require one 36" and two 42" culverts to be placed within the streams. The first stream crossing
is also in need to approximately 125' of sediment removal due to erosion from the stream
crossing.
Please prepare a fund transfer form in the amount of $240 payable to the NC Division of Water
Resources to cover the administrative fee for the processing of this WQC request. The WQC is
required as part of a Nationwide Permit application that will be submitted to the US Army Corps
of Engineers for this project.
