PROJECT SUMMARY The applicants are proposing to replace an existing shared docking facility in Banks Channel Sunset and Southside Dock Association c/o James Rahn Boyer and Harry L. Mahl Page Two 9. PROJECT DESCRIPTION: The project site is two contiguous properties located at 705 and 709 Waynick Blvd , adjacent to Banks Channel /Greenville Sound in Wrightsville Beach, New Hanover County To locate the properties of interest from the Wilmington Regional Office (WiRO) travel east approximately 3 0 miles on Eastwood Rd towards Wrightsville' Beach Cross the drawbridge and continue on Causeway Drive to Waynick Blvd Take a right onto Waynick Blvd - and - travel - approximately 1- 2- miles -until -you reach - the - properties of interest which will be located on the right, -dust - before Waynick Blvd turns sharply towards the east The point applicants' properties are bordered by Waynick Blvd to the east and by Banks Channel to the west Southside Dock Association own 709 Waynick Blvd and Sunset Dock Association own 705 Waynick Blvd , respectfully Existing structures on the properties is an existing approximately 100 linear foot timber bulkhead The properties have current elevations of approximately 5' above normal high water (NHW) The highground vegetation of the property consists primarily of wild grasses and there are currently no Coastal Wetlands present waterward of the existing timber bulkhead A shared docking facility currently exists on the properties An access pier, measuring approximately 138' in length by 6' in width extends from the middle of the two properties to the west into Banks Channel An uncovered platform, measuring approximately 12' in length by 15' in width is located on the northern side of the access pier, creating an "L- shaped" configuration An access ramp leads from the western end of the platform onto a main floating dock, measuring approximately 85' in length by 6' in width which runs parallel with the access pier The floating dock turns 900 to the north a distance of approximately 16', creating another "L- shaped" configuration Two (2) floating finger piers, each measuring approximately 7 5' in length by 3' in width extend from the main floating dock towards the north There are three'(3) boatlifts, each measuring approximately 13' in length by 13' in width and three (3) mooring pilings located on this side of the shared docking facility, which accommodates up to seven (7) vessels for the Sunset Dock Association There are two (2) floating finger piers, each measuring approximately 22 5' in length by 5' in width and one (1), measuring approximately 12' in length by 6' in width and three (3) mooring pilings located on the southern side of the existing fixed access pier This side of the shared docking facility accommodates up to six (6) vessels for the Southside Dock Association for a total of thirteen (13) vessels The NC Division of Coastal Management (DCM) was not able to locate a CAMA Permit for the existing docking facility, but through historical aerial photography it appears the facility has been in this location since the early 1980's, however, the applicants have obtained CAMA General Permits (50213 -D and 61566 -D) for the installation of boatlifts and mooring pilings within existing slips and exemptions for maintenance and repair due to the age of the existing facility (See Sheets 2 of 3 and Project Narrative) The Town of Wrightsville Beach Land Use Plan classifies the upland areas of this project as Developed The waters of the project site are classified as SB by the NC Division of Water Resources The NC Division of Marine Fisheries has Not designated this area of Banks Channel as a Primary Nursery Area, and the waters adjacent to the proposed project are Closed to the harvesting of shellfish PROPOSED PROJECT: The applicants are proposing to replace an existing shared docking facility in Banks Channel Once the old existing facility is entirely removed, with the exception of the existing boatlifts and mooring pilings located on the northern side, the application states that a new access pier, fixed uncovered platform, floating docks and finger piers would be constructed with the same dimensions of the existing docking facility, aforementioned The application states that the new docking facility would be within the same footprint as well The application also states that two (2) new boatlifts, each measuring approximately 13' in length by 13' in width would be installed within existing slips # 2 and # 6 located on the southern side of the docking facility The existing boatlifts and mooring pilings on the northern side of the docking facility would remain The application states that the proposed structures would continue to accommodate thirteen (13) vessels at this shared docking facility in water depths ranging from approximately -2' to - 9 0' at normal low water (NLW) (See Sheets 1 through 3 of 3 and Project Narrative) Sunset and Southside Dock Association c/o James Rahn Boyer and Harry L.
