Dear Emily and Chad,
Southern Environmental Group, Inc (SEGi) has been retained by McMullan Partners, LLC (herein referred to as
"Applicant") to submit the attached PCN, in order to obtain a Department of the Army's (DoA) and NC Division
of Water Resources (DWR) authorization to utilize Nationwide Permit 39 and corresponding Water Quality
Certification 3890, which are necessary to facilitate the construction of an outdoor adventure facility, to be known
as Swamp Park
It is anticipated that 0 10 acre of USACE Section 404 wetlands and 31 linear feet of warm water stream will need
to be filled The Applicant proposes to offset the impacts by avoiding impacts that would have been necessary
should he have elected to situate the buildings, parking, and infrastructure within available uplands in the middle of
the site In addition, the Applicant significantly reduced the impacts to resources, by redesigning crossings to be
perpendicular and removing rip -rap aprons, where possible Lastly, the Applicant avoided one crossing by
rerouting the buggy road around a wetland These The Applicant and SEGi believe the attached, proposed plan is
the least environmentally damaging, practicable alternative

The purpose of this project is to construct an outdoor adventure park that will provide zip line rides and swamp buggy
tours. The park will have office space, shop and ticket booth, as well as associated parking and infrastructure (see
Appendix E).

Heavy machinery will be utilized to prepare the site for the proposed construction of structures, roads, parking area,
stormwater measures, and installation of infrastructure. Installation of the zip line and elevated paths, through
wetlands, will consist of supporting the structures between existing trees. These structures will be elevated
approximately 25' to 42' above the existing substrate. At this height, shading is in not anticipated to be of concern.

During the design phase, buggy crossings were situated across wetlands at their narrowest points and perpendicular, wherever possible
In addition, rip rap aprons were removed unless absolutely necessary (i a downstream of culvert at Impact Area 3 — Stream Crossing)
and slopes were reduced where possible In areas where the np line and /or a bridge is proposed, the structures were designed to be
constructed and installed without using heavy machinery, which would consist of cutting trees and using forestry mats, thus reducing the
footprint of disturbance within the resource Implementing the previously listed minimization techniques enabled the the Applicant to
reduce impacts to wetland from 0 38 acre to 0 10 acre and stream impact from 50' to 31'
